Previous Enforcement Actions: None known III. Type and Purpose of Inspection Unannounced evaluation of compliance with the 2017 Construction General Permit IV. Facility Description The Timbers is an apartment complex, lying east of S. Mammoth Road in Manchester, NH. The complex is mostly complete and occupied, but at the time of the inspection, the southwestern section of the property was still under construction. The active construction area was around a paved loop of road forming the southwestern part of the site. Construction along the west and south parts of the loop has been completed and the buildings are mostly occupied. The north part of the loop had a large dirt stockpile located north of the loop road. The east part of the loop had two buildings under construction in the south end of this area, and bare dirt surrounding it to the north. Two stormwater basins were in place to the south of the loop. Additionally, a large, cleared area between the loop and S. Mammoth road was being used for staging and construction activities. The site is fairly flat; the loop area is somewhat above a wetland to the south (and slightly above the terrain to the east); the staging area is lower and only slightly above the wetland elevation. V. Inspection A. Opening Conference Mr. Spejewski arrived unannounced at the site at about 1:15 PM. After asking a site worker for a supervisor, he was directed to Patrick Richelieu. Mr. Spejewski introduced himself, explained the purpose of the inspection, presented his credentials and provided a copy of the Small Business Resources Information Sheet. Mr. Richelieu said that he was the framing supervisor for Socha Companies. Mr. Richelieu said he did not have the SWPPP [stormwater pollution prevention plan] or other information and the owner was on vacation and unreachable. Mr. Richelieu confirmed the owner was Mr. William Socha. Mr. Richelieu gave Mr. Spejewski permission to walk the site unaccompanied. Mr. Spejewski said that if he needed to view the SWPPP he would contact Mr. Socha and noted that an EPA inspection report would be sent to him. Mr. Spejewski then left to tour the site. 2 ED_019088A_00019748-00002 B. Facility Tour The south edge of the active construction area had two large stormwater retention basins. Both had well - established grass on the inner and outer walls. The eastern basin had an outfall directed to the wetlands to the south; there was no sign of sediment deposits at the outfall. The western basin had no obvious discharge point. Two buildings were under construction east of the road, with bare lots to the north on both sides of the road. East of the buildings a short slope led down to undisturbed woods. Silt fence was in place along the foot of the slope. In places there was moderate silt eroded and piled against the fence, but no signs of sediment escaping past the fence. In one spot gravel was piled against the fence, and in one spot a large rock had rolled against the fence, straining it and nearly pushing it over. To the north of the buildings under construction there was a large dirt stockpile. North of the stockpile was a slope up to surrounding undisturbed terrain. The stockpile had heavy vegetation growth, except on the south side adjacent to the road, which was clearly active. There was some dirt tracked onto the paved loop road. The west and south sides of the loop road had completed buildings. Most of the lawns were well - established grass. One area to the southeast, extending from the front of the building down to the eastern stormwater basin, was open dirt with very new grass growth; some straw matting was also in place. From the southeast side of the loop road, an unpaved drive led east downhill to an open disturbed area. There was no gravel or other sediment track - out control in place (or, if there had been a gravel entrance, it was now buried under accumulated mud). A wood mulch berm and silt fence ran south, downhill along side of the unpaved drive. A wide flat area was at the bottom, extending out to South Mammoth Road. Wetlands were to the south of this area; silt fence or a berm appeared to be in place between the area and the wetlands. Concrete debris and concrete wash - out was spread out in one area with no apparent containment. In another area, a sign read'concrete'near a pit filled with concrete wash- out. An entrance between this staging area and South Mammoth Road had a gravel entrance, with only a small amount of dirt accumulated. C. Records Review N / A D.
