Doug Ducey's office. Henry Darwin has been the state's chief operating officer since 2015, and is also acting director of the state's Department of Economic Security. Before that he spent five years as director of the Arizona Department of Environmental Quality. Darwin will remain in his Arizona post until June 30. It is not clear what the job of chief of operations entails, or how it is different from deputy administrator, who traditionally runs day-to-day operations at EPA. Agency spokespeople today did not immediately answer questions about the position. In 2014, Darwin testified before Congress that he did not believe EPA had the authority to regulate greenhouse gases as EPA did under its Clean Power Plan. He has a degree in engineering from the University of Arizona and a law degree from Lewis & Clark College.
