Pursuant to section 3 of the Strategic and Critical Materials Stock Piling Act as acended by the Federal Property and Administrative Services Act of 19U9 and Beorganization Plan No* 3 of 1953# and Title HI of the Defense Production Act as amended, tha General Services Adninlstration is hereby authorized and directed to purchase for the National Stockpile the kinds and quantities of strategic and critical materials set forth in the attached Tables I and H. The programs authorized under this directive
shall be carried out in accordance with the following provisions and pro cedures*
A* GENERAL PROVISIONS*
1* Ail materials purchased far the stockpile shall meet stockpile purchase specifications*
2* procurement is authorized to replace materials under approved rotation programs*
3* Prior to open market purchases toward
objectives, con
sideration and preference shall be given to the availability of
supply from any Government-owned surplus or purchase program for

by the General Services Administration of stockpile materials acquired -by the Cosanodity Credit Corporation* The kinds and quantities of the
materials authorized for procurement from the Commodity Credit Corpora tion toward long-term objectives and for the supplemental stockpile
are shown in Table II.
