Humberto,
Here is a short debrief of the meeting between FACE and the Commissioner.
In few words: Nothing very striking except that FACE proposes to have a structured dialogue with the EC involving BirdLife. The Cner reserved his answer but said that it is a reasonable proposal and would come back to them.
General points

EC listens more to the media than to the hunters
FACE focuses on the CAP, Farm to F. strategy, Biodiversity Str. , large carnivores but has
disagreements with EC.

Constructive meeting. FACE will issue a communication after the meeting (will be sent to
the Cner before). Would like to meet again in spring.
Cner:
Will reply later about the proposal to set/restore a structured dialogue but that sounds
reasonable.
Welcomes the involvement of hunters in habitat management
Issues can be solved. Happy to discuss ways to restore favourable conservation status.

Supports the development of the Adaptive Harvest Management Mechanism (AHMM),
happy with the on-going contract and the workshops of June
More attention to habitats needed.
Hunters do a lot for the habitats (in FR, ES) and the species. FACE has data and will
provide more information.
Cner:
Hunting has been much reduced (by 80% in FR) further to the infringement but is necessary to keep the interest of hunters. A ban on hunting would harm habitat management measures (ES: renting hunting possibilities generate money for habitat management) Digital application to report the hunting bags in FR and ES Development of a Management Plan at FR level Bad experience with moratoria. Often synonym of a permanent ban. CAP (money) is important for restoring habitats.
Efforts needed on pressures, in particular on restoring habitats. Current hunting levels are not sustainable. Need to suspend hunting pending the adoption of the AHMM that will set a possible sustainable hunting bag. MS have to comply with the BD. Indeed, the EC focuses more on compliance. Any hunting of a species in decline should be part of a MP that addresses the causes of the decline. Not new. EC appreciates efforts by hunters but an overview of the effectiveness of the measures is lacking. The contract will provide information. Important to fully involve hunters in the development of the AHMM.

Will be more difficult to support the BD if the EC keeps opening infringements! Will provide more information on the selectivity in writing.
Non selective methods are prohibited. The lime sticks (glue) are not selective. EC will enforce the BD. Derogations are possible but very strict conditions. Many trapped/hunted species in FR are not in a good status.
