Snyder Tank Battery (ARU002344 / CWA) Inspection Date 12/03/2025 Section I - INTRODUCTION PURPOSE OF THE INSPECTION EPA Region 6 inspectors Uma Lad and Kerri McCabe arrived at the ArklaTx Operating Company, Inc. / C.V. Snyder Tank Battery, located off Ouachita Road at 33.374287, -92.643115, at 2:55 PM on 12/03/2025 for an unannounced inspection. No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection at the ArklaTx Operating Company, Inc. / C.V. Snyder Tank Battery, which consists of five (5) storage tanks, one (1) separator, and two (2) pumps. Section II - OBSERVATIONS I observed the facility, associated signage, the pumps, and secondary containment with the separator and storage tanks; see Appendix 1 (Photograph Log), Photo No. 1 through No. 4. For additional GPS location and photo metadata, see Appendix 1. I observed loose oil inside secondary containment, see Photo No. 5 through No. 7. I observed a leaking valve on one (1) pump surrounded by loose oil, see Photo No. 8. Section III - AREAS OF CONCERN No closing conference was held due to no ArklaTx Operating Company, Inc. staff present during the inspection. Areas of concern at the time of the inspection are: Loose crude oil inside secondary containment Leaking valve on one (1) pump Section IV - FOLLOW UP Inspector will conduct follow-up phone calls with the company representatives over the coming weeks and months to ensure areas of concern are properly addressed.
