Dear Mr. Schaefer:
I am sending you herev/ith a copy of the rules and regulations which I have gotten together on the tank car mixing. It occurs to me that before these are printed I should obtain your advice on certain sections as wgll as your general criticisms of the entire thing. I believe you have sent out certain Instructions as to the care of tank cars before and after emptying, and these should be Included In the rules and regulations, I believe. Also It Is a question in my mind as to whether specific Instruc tions as to the manner of making connections to the tank car should be included. I do not believe that this is en tirely necessary, but It occurs to me that It might be wise to do this, though I should suppose that some sort of a cut illustrating th arrangement of the pipes should be included. In any case, let me have your suggestions. I should be very glad If you would feel entirely free to make any criticisms or suggestions both as to materials that are In what I send you, or as to what may be omitted or what might be included* In this latter connection I believe that it is of some Importance to have the rules as brief and specific as possible.
