Dear Henry: Since I shall have little time between now and January 8 to talk with you, it 3eams wise to direct your attention to one matter of some importance while it is fresh in my mind. {Mrs. Kehoe and I are taking a ship to Lisbon, leaving Cincinnati on December 20. I am returning to New York by air on January 6. This is the reason for my lack of opportunity to communicate with you prior to the meeting of the Committee. ) There are certain aspects of the use of tetraethyl lead, strategically, that are of considerable commercial and competitive importance, Not only would it be undesirable, from Ethyl's viewpoint (and I have no doubt that the same attitude applies to du Pont), to diecuns these matters fully with your Committee in the presence c du Pont representatives, but such a performance would probably be criticised justifiably by the Department of Justice if it were to be known, i strongly urge upon you, therefore, that this matter be dealt with openly by your group and the Committee, and that it be made clear to all concerned that the Committee is meeting with the representatives of the industry jointly, for purposes of mutual understanding, but also, fox the sake of being fully informed on matters that may be.of competitive significance, it will meet the two groups separately. I am sura that Ethyl technical people will have soma things to say that cannot be said in a joint meeting - things which bear pertinently upon the hygienic aspects of the situation. I feel sure that the Committee will wish to take account of 3uch matters in exercising its own judgment, and that it can well afford to deal confidentially with information which will be provided fully under appropriate circumstances. You will know better than I whether this can be done and how, and my reason for mentioning it will, I believe, be apparent to you.
