Hi Karen, Steve, Kit,
As you may know, every year the Department asks the bureaus to identify topics and prepare briefing papers for the Secretary's budget hearings. Attached below is a briefing paper on Implementation of S.O. 3349, American Energy Independence. WO Legislative Affairs has prepared the initial draft using content from previous briefing papers
provided to us on the subject.
Could you please have the appropriate WO-200 staff (and potentially other WO-300 staff, if needed) edit, update, and rearrange as you see fit, keeping the paper as succinct as possible. ***Note that the Department's guidance specifies that the papers must be one page or less, 12pt.,Times New Roman, with 1" margins on all sides.
We have a quick turnaround from the Department so please send us your edits by tomorrow (4/27) at noon. We will then send the papers to the ADs and WO-100 for surname.
Thanks and please let us know if you have any questions. Jamie

Hi Karen, it's okay to wait for that bullet on this one -- probably makes the most sense to have everything completed before budget reviews.

Hi Tim, Lonny, Shelley, Per Jamie's request below, please find attached a 1 pager on so3349 for your review. he is looking for this back by noon today.
Jamie - we've written based on today's current status, but be aware that by the time
this is used, things may have changed. for example, as early as tomorrow (friday 4/28) we may get additional direction on how to proceed with mitigation & climate change (per the SO the Dep Sec will provide guidance 30-days out). 300 may also get additional direction on how to proceed on all other things that may be a burden on energy.

As you may know, every year the Department asks the bureaus to identify topics and prepare briefing papers for the Secretary's budget hearings. Attached below is a briefing paper on Implementation of S.O. 3349, American Energy Independence. WO Legislative Affairs has prepared the initial draft using content from previous briefing papers provided to us on the subject.
Could you please have the appropriate WO-200 staff (and potentially other WO-300 staff, if needed) edit, update, and rearrange as you see fit, keeping the paper as succinct as possible. ***Note that the Department's guidance specifies that the papers must be one page or less , 12pt.,Times New Roman, with 1" margins on all sides.
We have a quick turnaround from the Department so please send us your edits by
tomorrow (4/27) at noon. We will then send the papers to the ADs and WO-100 for surname.
Thanks and please let us know if you have any questions.

Implementation of S.O. 3349, American Energy Independence
Key Points: Secretarial Order (S.O.) 3349, American Energy Independence implements the review of agency climate change actions directed by Executive Order (E.O.) 13783, Promoting Energy Independence and Economic Growth. In addition, S.O. 3349 revokes S.O. 3330, Improving Mitigation Policies and Practices of the Department of the Interior and directs a reexamination of the mitigation policies and practices across DOI bureaus.
Finally, S.O. 3349 specifically directs the BLM to review a number of other agency actions affecting domestic energy development.
Background: The Report of the Executive Office of the President of June 2013, The President's Climate Action Plan contained three broad goals related to climate change mitigation, adaptation, and international leadership. o As directed by this report and other executive actions, the BLM integrated climate change into its decisionmaking and planning processes and played a role in mitigation, through renewable energy permitting and efforts to limit methane emissions; and in adaptation, through the agency's landscape management approach and ecoregional assessments. S.O. 3330 established a DOI-wide strategy to encourage the use of a landscape-scale approach to identify and facilitate investment in key conservation priorities in a region and ensure early integration of mitigation considerations in project planning and design. o As directed by S.O. 3330, the BLM in 2016 released a comprehensive mitigation policy, which aimed to clarify how to carry out project mitigation, what role mitigation has in land use planning, and consideration of mitigation during the National Environmental Policy Act (NEPA) process.
Current Status: Consistent with S.O. 3349, the BLM is: o Reviewing all agency actions related to landscape-scale mitigation of impacts to natural resources, with the goal of suspending, revising, or rescinding such actions within 90 days; o Reviewing all agency actions related to climate change mitigation and adaptation, with the goal of suspending, revising, or rescinding such actions within 90 days; o Preparing to propose that the agency's March 26, 2015, final rule titled Oil and Gas; Hydraulic Fracturing on Federal and Indian Lands be rescinded; o Reviewing, within 21 days, the agency's January 17, 2017 final rule titled Waste Prevention, Production Subject to Royalties, and Resource Conservation to ensure consistency with E.O. 13783; and o Identifying, within 21 days, all existing agency actions that potentially affect the development or utilization of domestic oil, natural gas, coal, and nuclear energy resources.
