FETAL PROTECTION POLICY FOR LEAD
VISTA
As you are aware, you are now a member of a project team with the task of developing implementation guidelines for the fetal protection policy developed for work places containing lead. A copy of the policy is attached.
The policy was developed by a team consisting of myself, Dr. Drumwright, Dale Eckard, Bill McClain, Elizabeth Faulk, Tom Huffman and Gary Draper. The guidelines we develop for approval will go back to the original team for approval.
I am suggesting that we begin by reviewing the policy and writing down the specific items you would want to have guidance on to implement the policy. To get you started I would propose to put the following on the list:
1) How to define restricted jobs-how many samples are needed, etc.
2) How often do I reevaluate the jobs?
3) How do I confirm child bearing capacity?
Once the list is generated, we will begin to write guidelines for those areas.
I am asking you to review the policy and be prepared for a conference call on August 11 or 12. Please call me as soon as possible with vour availability on these davs.
I've attached a brief process flow of what I believe our process should be for this project.

SUBJECT: FETAL PROTECTION POLICY FOR WORKPLACES CONTAINING LEAD
Vista Chemical Company is committed to implementing appropriate policies and procedures that protect the health and safety of employees whenever the nature of their duties may expose them to a health hazard.
Medical research has shown that a woman's exposure to lead can cause ill effects on the health of her unborn child because lead absorbed in the mother's blood as a result of this exposure can readily pass through the placenta and mix with the child's blood. This generally-recognized medical fact has been acknowledged by the Occupational Safety and Health Administration.
Medical research also shows that a risk to the unborn child's health is present at a much lower blood-lead level than that of an adult. The ill effects to the unborn child can occur during the early stages of pregnancy, typically before the mother is aware she is pregnant, and can continue throughout the pregnancy.
Vista Chemical Company has therefore adopted the following policy that is designed to protect the safety of our employee's unborn children from work-related exposure to lead:
Women who are either pregnant or capable of bearing children will not be placed in jobs where their bloodlead levels could likely rise above 30 micrograms (meg) per deciliter (dl) based on blood lead monitoring data for that job.
This policy is intended to reduce or eliminate the possible unhealthy effects of lead on the developing fetus. It does not apply to those women who have medical confirmation that they cannot bear children. However, the policy is in no way intended to support or encourage women of childbearing capability to seek to change their childbearing capability status.
