III. MINUTES OF NOVEMBER 15. 1979 MEETING
On motion by Mr. Wheeler, seconded by Mr. Hulme and carried, the Minutes of the November 15, 1979, General Membership Meeting -were approved as| previously distributed.
IV. REPORT ON MAY 4. 1980 BOARD OF TRUSTEES MEETING
President Crider stated the Board of Trustees had a very productive
meeting on May 4th, and elaborated on the following highlights of
the Board Meeting:

A. The Board approved the audited Financial Report for 1979-1980, approved a suggested Budget for 1980-1981. President Crider men tioned that if the general membership today approves the proposed
Budget, there will be a 7$ dues increase for the next fiscal year.
B. In connection with membership matters, Mr. Crider reported that
the Bendix Corporation, Disposables, Inc., and Bilsom International,
Inc. were approved for ISEA membership. In addition he announced
that William W. Clay had been elected to honorary Membership.

C. It was noted by the Board that the principals of the .Respiratory
Protection Group met on April Hth, and unanimously approved legal action against NIOSH unless modifications^ are mads, in their announced plans regarding respirator certification. -Mr. Crider stated that the
Board of Trustees also unanimously approved the action of the Respir atory Protection Group.

D. President Crider stated the Board of Trustees also approved the Head Protection. Group joining with the Norton Company as coopposers to a pending trademark registration of Rust-Oleum Cor poration. The product in question is an industrial spray paint which Rust-Oleum calls "Hard Hat", and it is felt hy members of the Head Protection Group that this is misleading as it gives the impression that it is intended for use on industrial helmets.
E. Mr. Crider also announced that the Board of Trustees has recommend ed to the Statistical Committee that they once again poll members regarding the interest in continuing with the current Quarterly Sales Statistical Reports covering eye, head and hearing protection products. It appears that about half of the current participants are interested in continuing these activities.
F. It was announced that the Board approved a suggested product lia bility seminar to be developed especially for ISEA member com panies. President Crider announced that the Board will be asking the Product -Liability Prevention Committee to implement this sem inar.
V. STANDING COMMITTEE REPORTS
President Crider called on the Chairmen of the Standing Committees for their annual reports which are summarized below:
A. Entertainment - John A. Casey, Chairman - Mr. Casey stated that the Entertainment Committee had an active year planning the festivities for this Annual Meeting in Phoenix. He reminded members to be sure to be on hand at 10:00 p.m. on this date for the special entertain ment which has been planned in the Hospitality Room.
B. Government Relations - Eugene W. Merry, Chairman - Mr. Merry re ported on activities of the Government Relations Committee since' the Mid-year Meeting in November, 1979* He elaborated on the current status of potential certification programs for personal protective equipment. He stated that OSHA has apparently withdrawn any interest they had in certifying personal protective equipment, and that the NIOSH plans continue to be unsettled.. Mr. Merry.went on to point out that he and the Executive Director have held a number of conferences with Dr. Purswell of OSHA, as well as with Dr. Oppold and Dr. May of NIOSF, on the certification issue. He indicated Dr. May has stated that Dr. Robbins intends to have NIOSH expand its certification activities; however, it appears nothing will transpire until NIOSH holds the planned public meeting on the Dr. Corn Report. He also pointed out that Dr. May indicated that the appeals procedure that ISEA has been seeking will be considered at the public hearing when the Com Report is discussed. Mr. Merry then went on to point out that he had attempted to prevent the release of the February 27 and March 3 letters to respirator manu facturers. However, he indicated he was unsuccessful in this area,

and, therefore, the Respiratory Protection Group met on April U-;h, and decided to proceed with legal action against NI08H unless th^y rescind the actions contained in the two referenced letters. He then reported on the April 24th meeting held by NIOSH in Morgantown to explain their new approval procedures. Mr. Merry also aonounoed that NIOSH plans to hold a meeting later this year on the Com Rc pori; at which time they plan to unveil some new concepts on test' ing'and certification, Finally, he indicated that the proposed FTC Regulations on Standards and Product Certification is still xjp in the air, but it appears that PTC will lose this one.
C. Membership - L. P. Frieder, Jr., Chairman - Mr. Frieder announces: , _ that his committee held its organizational meeting in March, and
this was followed up by a conference call meeting of his comnittt > in April. He pointed out the two principal assignments of the committee are to seek new ISEA members, and secondly to encourage the active participation of existing members. Ha stated his committee would welcome suggestions from members.
D. Planning - Robert M. Edmiston, Chairman - It was reported by Mr Edmiston. that the Planning Committee .met on February lUth to diaj cuss alternative methods for developing safety and health stand ards. He pointed out the committee concluded that ANSI appeared to be the best vehicle to continue to use for standards development, and that his consulttee made seme recommendations to the Board of Trustees that might help expedite standards development work within ISEA. Mr. Edmiston also announced that a meeting of the Planning Committee has been scheduled for May 29th at which time the Com mittee will begin exploring alternative certification programs other than NIOSH,
E. Product liability - Charles E. Bowers, Jr., Chairman - In the ' absence of Mr. Bowers, Mr. Schmidt who has been serving as Chair1' man of the Ad Hoc Committee on Product liability Insurance^ re ported on the progress of this exciting new ISEA project. He pointed out the conmittea met for two days1 in April with a representative of Scottish and York Insurance Company and .the Moody Insurance Agency of Denver. Mr. Schmidt went 'on to. ' * describe some of the key features and benefits of the proposed program and pointed out that participants would receive premium
' discounts as the program grows. He noted that the discount voulc amount to 30$i of the initial premium once the total sales for participating members reaches $250,000,000 annually. Mr. Schmidt went on to point out that members would receive a brochure describ ing the program together with a detailed application form before the end of May. He encouraged all members to carefully consider the advantages'of this program.
F. Program - R. Leo Prindle, Chairman - In the absence of Mr. Prindie, the Executive Director indicated that the Program Committee had dili gently worked on the program for this year's Annual Meeting and would Shortly be giving consideration to speakers for the 1980 Mi|c Year Meeting.

G. Public Relations - Lincoln C. Bailey, Chairman - Mr. Bailey pointed i/ out that he had placed a display in the back of the meeting room
which itemized the results of the ISEA Public Relations Program to date. He pointed out that the key elements this past year included an ongoing series of news releases, the placement in trade publi cations of several feature articles, the development of a house organ article on industrial helmets, and continued contact with the media through interviews involving the Executive Director and members of the Public Relations Committee.
H. Quality Assurance - Orlo R. Kronberg, Chairman - In the absence of Mr. Kronberg, Mr. Wilcher announced that the Quality Assurance Committee plans to_issue a questionnaire to all members to determine whether there is interest in the Association, once again, organizing a seminar on quality assurance.
I. Statistical - Ralph G. Lawrence, Chairman - It was reported by Mr. Lawrence that a survey-of members was just completed to determine whether there is interest in continuing the current three statis tical programs covering eye, head and hearing protection devices. He pointed out the results demonstrated that members were about equally divided on the issue, and therefore no clear mandate was forthcoming. Accordingly, he announced that his committee would be sending participants a second letter in order to pursue this sub ject further before making a final decision.
J. Traffic - Thomas W. Roy, Chairman - Reporting for Mr. Roy, .Mr. Wilcher stated that the Traffic Committee has organized a confer ence to be held on May 22nd to discuss the implications of the Hazardous Materials Transportation Act. He reported that Lawrence W. Bierlein, Counsel for the Council for the Safe Transportation 'of Hazardous Articles, will be meeting with ISEA members to describe the work of his organization.
VI. PRODUCT GROUP ACTIVITIES 1979-1980
Vice President Keefe, who serves as Coordinator of Product Group Acti vities, reported that 1979-1980 was an active year for most ISEA Product Groups. He distributed copies of written reports of the Product Group Chairmen and announced that these would be available from the ISEA office for those members not in attendance at today's meeting.
VII. PRODUCT GROUP ELECTIONS
The Executive Director announced the results of the elections for the Product Group Chairmen for I98O-I981 as per the attached.
VIII. REPORT OF COUNSEL
Mr. Wickens stated that Howrey & Simon was prepared to move forward on May 15th with legal action against NIOSH on behalf of the Respiratory Protection Group. He pointed out, .however, that he is hopeful that

modifications of the respirator approval system can he achieved, throng
conferences with NIOSH officials rather then having to resort to the courts. Mr. Wickens also pointed out that because of the question of "standing", XSEA would be listed along with several individual member companies as filing the complaint against HIOSH. Mr. Wickens also commented on the trademark matter of the industrial 'spray paint "Hard Eat" as marketed hy the Rust-Oleum Corporation. He stated that Howrey
& Simon would be filing the necessary papers with the Trademark Office indicating that ISEA was co-oppoeing this matter with the Horton Compel y. He also announced that progress has been made in achieving the necessaiy
registration of the ISEA logo and name with the Trademark Office. He also commented briefly on the FTC hearing held last Fall at which time President Crider testified on the FTC proposed rulemaking dealing with
standards and certification.
IX. FINANCIAL REPORT 1979-1980
The Executive Director presented the attached audited Annual Financial Report for the year ending March 31, 1980. On motion'by Mr'.-Keefe, seconded by Mr. Moon and carried, * this report was approved as presented.
X. BUDGET 1980-1961
The Executive Director presented the attached suggested Budget for the
Association's Fiscal Year ending March 31, 1981. In presenting the Budget, it was noted that if this is approved, it would mean that ther<! would, be a 7$ dues increase during the coming fiscal year. It was also noted that there was not a dues increase of any size during the past Fiscal Year. On motion by Mr. Houston, seconded by Mr. Churchill, and carried, the Budget was approved as presented.

XI. ELECTION OF OFFICERS AND TRUSTEES
Mr. Edmiston, a member of the Nominating Committee, reported that the Committee would like to propose James E. Crider for a second one-year
term as President and Kenneth F. Keefe for a second one-year team as Vice President. In addition, Mr. Edmiston stated the Nominating Com mittee would like to propose E. J. Fieri* and N. &. Friesenborg as jEruiitees for three-year terms. On motion by Mr. Weiss, seconded by Mr.-' Sager and carried, the Report of the Nominating Committee was accepted and the slate as. presented was declared unanimously elected.
XII. ADJOURNMENT
There being no further business to come before the meeting, a motion to adjourn was adopted.
