The implementation of the demonstration m residences Mil be for the purpose of 1) development of improved r.etr.ocs for lead paint hatard elimination, 2) comparing methods, materials and systems in "real world" environments, 3) exhibiting "in-field" procedures and products for educational purposes, 1) providing detailed cost/time analyses and defining types or skills needed so that the most effective and economical methods nay _-c ;_d;ed, and S) observing performance and occupant reaction.

The Document will provide an opportunity for the respondent to provide a general statement of interest and willingness to participate in the demonstration program m or.e or note living units; to supply technical information and performance data on their proposed system along with samples of proposed materials. Responses will be selected based on technical and economical evaluations of submittals and on suitability for use 1:1 avail able demonstration units. P.ccen: estimates made at v;3S indicate that z,*prexi.-at:'.v 30 million dwelling units, currently standing, have jeer, coated with lead paint. Total cost of eliminating the hacard range from $2 billion to Sid billion.
Since most of the presently known cases of childhood
lead poisoning can be traced to load paint ingestion, it is desirable to make this paint inaccessible to
children. Methods such as pain: removal by sanding and/or scraping, and covering cm with mate rials sach as gypsum hoard, plywood, and fabric arc presently
being used for this purpose m those cities having active detoxification programs. It is expected mat ir. the near future large scale programs to remove the causes of this childhood affliction which affects hundreds of thousands of children each year will be undertaken.
A need exists to evaluate innovative materials and tech niques for the detoxification and rehabilitation cf de teriorated housing containing lead paint.
2. Objective
The demonstration of the hazard elimination technology program as stated in Sec. 301 under Title HI, PL 91-6?3, Federal Demonstration and Research Program, is:

This Document invites responses from Trade Associations. Manufacturers, Suppliers of Building Materials, Suppliers of Services, Trade Unions, Labor Organisations and Community Organisations to demonstrate the removal and/or rendering hazardous lead-based paint inaccessible to children. To provide a serviceable coating or covering that is suitable for residential dwellings ar.d is not or will not become hazardous to the safety and health of
the occupants.

The systems that nay require deleading include leadbased paint on: wallpaper, plaster, wood, metal, masonry, and gypsum board.

Community Involvement
Community involvement is the degree to which a. r.ethed allows the utilisation of skills, either available :r potential, that can be found in a community. Factors such as health and safety, cost, and/pr level of training required will determine the extent to which a method lends itself to community participation.
Since limited funds are available for deleading, and cost savings can be realised by utilisation of "selfhelp" labor, certain advantages can be gained by selecting hazard removal methods that lend themselves to the use of semi-skilled and unskilled labor. A secondary spin-off from using this type of labor is tho training given in the course of carrying out a community action progran. The skills gained can give the people involved a chance to improve their lot in life.
