( TECHNICAL & RESEARCH COMMITTEE REPORT ACTIVITIES OF THE COMMITTEE SINCE THE NIMA WINTER MEETING OF JANUARY 10, 1961 The following Committee meetings were held: (a) Rock Sc Slag Sc Glass Sections jointly, March 6 at Washington, D. C, at 9:45 A. M. (b) Glass Section on March 6 at Washington, D, C. at 7 P, M, (c) Molded Section on March 6 at Washington, D. C. at 9:30 A, M. (d) All three sections in a joint meeting March 7 at Washington, D, C. {e} Government Technical Sc Research Committee at 10 A, M. March 8 at Washington, D, C. (f) ASTM C-16 Committee January 29 to February 1 at Cincinnati,, Ohio (g) Special Committee - Prefabricated Duct Systems March 15 at Chicago and April 25 in New York. Detailed minutes of the NIMA Sections meetings have been issued and are included with this report. In the absense of two of the sections chairmen I have been asked to make a combined report for all sections. The Technical Advisor feels that the Chairmen and members of the various ' section committees are to be complimented on the progress being made on so many subjects. Without going into detail a review of the Minutes of the joint T it R all-sections meeting March 7 and the Government T & R meeting March 8 shows final completion of many subjects which have required consid erable effort, as follows: 1. Adoption by ASTM C-16 Sub Committee S-VI1I of the table of ''Reference Nominal Sizes of Rigid Pipe Insulation'* as prepared by NIMA. 2. In reference to a "Standard Basis of Calculating Heat Losses" NIMA members agreed to the use of (a) 80 F still air ambient temperature (b) "oufcside radius of steel pipe by pipe manufacturer's table and (c) rs 12 3r4i-Ax where x " insulation thickness according to a simplified dimension. 3. NIMA standardization on minimum weights of canvas finish for various types of insulation in Government specifications and recommended same to the agencies at Government T & R Meeting, 4. NIMA agreed and recommended to agencies at Government T U R Meeting that fire tests in specification be limited to two types at present, namely the tunnel and radiant panel and that fire tests be made on the combination as installed and not on single components. 3 5, Navy Yards & Docks have issued Underground Specification TSP Z8 accepting any materials o a generic type if one of this type passes the test in conduit and others meet the requirements of the Federal specification applicable, all as proposed by NIMA to Corp of Engineers, 6, A suggested "Warranty*1 as required in some Government specifications prepared by NIMA was discussed and recommended by Government T R to be taken up directly with agencies involved, 7, General Services Administration "Specification for Non Conducting Coverings" is being rewritten by GSA following the recommendations made by NIMA. 8, In lieu of a suggested reactivation of the Federal Specifications Board to expedite insulation specifications the Government T & R Committee recommended NIMA cooperate directly with Government agencies involved and writs "Interim" specifications. 9, NIMA T Sc R Committee agreed on a proceedure for handling inquiries received by member companies from agencies writing specifications and standards, in that they be referred to NIMA after member company immediately acknowledges the request, stating it is being referred to NIMA whose recommendations will be forthcoming in the near future. The member company to send the inquiry directly to Mr. Barnhart for further action. This procedure is designed to expedite writing of specifications and standards. 10, NIMA T k R Committee agreed to recommend at ASTM C-l6, Federal Specs, GSA and others that in preparing all specifications for insulation they (a) combine pipe and block in one specification of a single generic type and {b) specify that jacketing for sectional pipe insulations shall be specified by the purchaser. The foregoing covers the major recent accomplishments of the T Sc R Committee. Many other subjects are being worked upon as shown by the Minutes, Suggestions by Government agencies and others for future subjects promise to keep the T fit R Committee active for a long time.
