The minutes of the initial meeting of the group on May 25, 1993 in Charleston, South Carolina were approved as written. II. DISCUSSION OF CHARTER/PURPOSE OF IMC The chairman then reviewed the IMC charter and the modus operandi for the group. This was followed by a general discussion of the mission of the Issues Management Committee. It was noted that it is important to consider budget constraints and to prioritize appropriately. There was some discussion on how to handle new problems with the Executive Director and the Chairman of the IMC most likely to be aware initially. Dow Center Midland, Michigan 48674 Dear Ron: You will recall that at the last Technical Committee Meeting on September 17, it was decided that you and I would work together to arrange and set up a seminar/meeting with vinyl fabricators of consumer products on environmental issues of interest to the industry. In anticipation of our next Technical Committee meeting on January 20, listed below are the general subject matters that I believe would be desirable and appropriate for such a seminar: 1. Overview of environmental issues affecting the industry. 2. Health and Safety Issues a) Angiosarcoma/Unit Risk Factors b) Fire/Combustion toxicity 3. Solid Waste Management Issues a)Recycling including VI programs for sortation and reclaiming b)Incineration including Dioxin generation 4. Life Cycle Analysis (LCAs) -- Review of current "state of the art" on PVC LCAs and proper use and application of LCAs. 5. Global Issues including the Greenpeace anti-chlorine activity, linkage with PVC and what industry is doing to counter this attack. 6. The role of the vinyl processor -- What can they do to assure the continued health and growth of the industry. 4 Let me have your thoughts on this and we can plan to discuss this at the next Technical Committee meeting. I will be leaving Florida on December IS to spend the next few weeks in Rhode Island where our daughter is expecting her fourth child. A full listing of these groups was developed with the assignment to identify at least one member of our committee to be responsible for liaison. - ci - CCC - VSI/VWDI - PPFA - Uni-Bell - IGCCA - Resilient Floor Covering Institute - CMA - SPI - FPA - Chemical Fabrics and Film Association - IOPP - ECVM - Eurochlor - JPA - APME - Code Groups - ASTM - BOCA - SBCCI - ICBO - UL - NSF A presentation was then made by Brad Lienhart on CCC activi ties. Several slides indicated the matrix organization that will be followed. The overall mission of this group is to resolve the chlorine chemistry "problem" and perhaps re energize CMA in the process. He mentioned a recent Houston Chronicle article on Formosa Plastics (6/21/93) as indicative of some of the problems for the industry. They are working on priority issues and utilizing consultant assistance from Mongovin and Werthlin. He asked the Executive Director to distribute the recent Mongovin analysis of dioxin factories. The CanTox report is almost complete with a plain-language summary due out by mid-July. He stressed the importance of avoiding duplication of effort between the VI and the CCC and other groups, particularly in the advocacy and outreach areas. III. PRO-ACTIVE GROUP - ISSUES MANAGEMENT INPUT Following lunch, input was received from the former pro-active groups with respect to issues management components to be carried forward. Reporting for the Vinyl Packaging Council, Kim Mathieu strongly urged that outreach programs be continued - for R&S 143633 4 Under incineration, the recent UMEA study. Full discussion of Greenpeace, with Nora Jacobs and Mike Reynolds to propose a strategy if we choose to be more aggressive. In the legislative/regulatory area, Margaret Rogers suggests we focus on pollution reduction or prevention (TUR) . Also, the EPA dioxin review, tied in with incineration, and the clean water act. v. OPERATING PHILOSOPHY A general discussion of operating, philosophy followed with general agreement among the group as to how we should proceed. The chairman then summarized the current ad hoc groups authorized under the IMC. They are as follows: 1. Dioxin Factory (Greenpeace) 2. Kansas Pipe/VCM Problem 3. State Legislative Groups/IJC (To update game plan) 4. Packaging Ad Hoc Group 5. Pipe Oversight Ad Hoc Group 6. Code Ad Hoc Group 7. VI. LONG RANGE PLANNING Discussion of long range planning, including the charter and mission of the Vinyl Institute and our relationship to CCC/IGCCA was deferred to a future meeting.
