SUMMARY OF RESOLUTIONS (For presentation to entire Technical Committee) 1. It was agreed, to request the NIMA Secretary to include dates as well as subject and available references for specifications listed on the meeting agenda. 2. It was agreed; in those cases where individual manufacturers received requests from Government Agencies for comment on individual specifications, that NIMA members observe the following: a. Answer Government Agency immediat ely, acknowledging letter, stating that NIMA has the matter under consideration and that recommendations will be forthcoming in the near future* ( b* In the event that NIMA does not have the requested matter under consideration, the member concerned should bring it up at the next meeting or sooner through correspondence with Mr. Barnhart. c. Cnee the matter has been discussed by NIMA and agreement reached, individual members cam, if they wish, forward these comments to the requesting Government Agency, NIMAJs comments will, of course, be forwarded through Mr, Barnhart. 3, It was agreed; in the case of ASTM Product Specifications, whore there is a separate specification for pipe and block for generic - materials such as 85 magnesia, that NIMA combine these specifica tions into a single specification and recommend combined specifica tion to ASTM. 4, It was agreed; that all ASTM Specifications for pipe covering con taining reference to jacketing, cotton or otherwise, should be revised to include the following statement in place of the various existing statements: "JACKETS - Jackets, where required for sectional pipe insulation, shall be specified. " 5, It was agreed; that ASTM C-168-56, Terms Relating to Insulation, should be brought up to date to include new definitions and revisions v/here necessary, NOTE: All of the above were agreed to, in principle, by the full. Technical and Research Committee on March 7, 1961. REVIEW OF NOVEMBER 16, I960 MINUTES It was agreed, at the request of Mr. Miller, to delete, on pag three, the last sentence in the paragraph discussing Specification HH-I-551a, Insulating Block & Pipe Covering Thermal, Cellular Glass. This sentence reads "It was stated that the manufacturer has also applied for a military specification covering these same two types of insulation* " As far as Mt. Miller knows this is not true. AGENDA 1. Revision to ASTM Specifications A, ASTM C-319-59T (85% Magnesia Block) B, ASTM C-320-59T (85% Magnesia Pipe? It was agreed that these two specifications "should be combined into a single ASTM S ecification covering pipe and block, resubmitted to NIMA membership for comment and finally recommended to ASTM for advance to Standard. It was also agreed in connection with these -3- specifications to circulate copies of suggested changes to HH-I-554, Proposed Interim Amendment III, dated February 3, 1961, to the manufacturers. This Federal Specification covers Insulation, Thermal, Magnesia: Block, Pipe and Tubing, and was received for comment from Mr, V7, T. Thomasson of GSA, reference his letter of February 21, 1961. Further regarding ASTM C-319 and C-320, the following specific changes in the 11-30-60 draft, are recommended. 1. ASTMC-319Paragraph 2 - Change title from"Definitions" to "Description". Para. 9b - Insert as sub-title "Marking", also after "type" insert "curved or flat", 2. ASTM C-220 Para, 2a-* Change "Compounded-" to "Composed". 2b - Change entire paragraph to read as followsi "Jackets - Jackets, where required for sectional -- pipe insulation, shall be specified". 2c - Change "will" to "shall" Para. 3 - Eliminate "Compressive strength". There is no test method available for running compressive strength on pipe insulation, Para, 4 - In title, delete "Tolerances" and change "Dimensional" to "Dimensions", 4c - Change to para, 5 and change heading to "Dimensional Tolerances", Para, 5 becomes para, 6 Para, 6 becomes para. 7, etc, Para, 7d "Compressive Strength" - Delete C, ASTM C-193-59T (85 Magnesia Cement) Revision of this specification was agreed upon as follows: Para, 2 - "Composition", Delete present paragraph and change to conform with ASTM C-319, "Composition -Eighty-five percent magnesia insulating cement shall be composed predominantly, by weight, of hydrated basic magnesium carbonate, reinforced with mineral fiber, " 4- Para, 3 - "Physical Properties" Revision of some of the values was considered and it was agreed that Mr, Winegerter will write to-Mr, Barnhart, with copies to Messrs, Chomitz (Baldwin-Ehret-Hill), Choate (Mundet) and Hoopes (Pabco), listing suggested revisions, Para, 5a - "Composition" - Delete entire paragraph Para, 5b, c, d, etc,, become para. 5a, b, c, etc, D. A5TM C-333-59T - Diatomaceous Earth Block E, ASTM C-334-59T (Diatomaceous Earth Pipe) The question of combining spearate pipe and block specifications for the same generic material into one inclusive specification was first discussed in connection with these Diatomaceous Earth specifications. Mr* Parlett reviewed the general NIMA philosophy of combining and standardizing existing specifications, Mr, Miller moved, and it was approved, that the Molded Section recommend to the entire Technical and Research Committee that as applicable ASTM Specifications came up for revision, that NIMA combine such specifications, circulate same among it's members for approval, and finally recommend thecombined form to ASTM. In the case of Diatomaceous Earth speci-- fication, the motion recommended advancing the combined Specifica tion to Standard, When these particular specifications are combined by NIMA, paragraph 9b, "jacketing" should be revised to conform with now standard NIMA paragraph concerning "Jacketing" and previously listed in these Minutes, A modulus of rupture value and test procedure for pipe covering should be included. MH-I-002819 was also discussed in connection with C-334 and C-333 and it was decided to leave this specification alone pending acceptance by the government of previous recommendations. C-168-56 - Terms Relating to Thermal Insulation Materials was also discussed in connection with the Diatomaceous Earth specification. It was agreed that NIMA should review this specification and recommend an up-to-date version to ASTM, It was noted that there are certain definitions missing which should be included, and in the case of ethers that revision is necessary, as in the case of "performed" thermal insulating block. Also, regarding thermal insulating cement, the present definition, for example, includeo no reference to the finishing qualities of this material* ( 5 F. ASTM C-391-59T (Amosite Pipe) Mr. Seipt read in part a letter received by- K&M from-their Canadian counterpart (Atlas Asbestos) requesting revision of C-391 to include a class having a temperature limit of 1000 F, It was the feeling of the Committee that inasmuch as the Scope for this specification reads "at temperatures up to 1200 F", that the Atlas material could come under the existing specification as long as the actual temperature limits were agreed upon between manufacturer and user, Mr. Seipt agreed to explore this clarification with Atlas Asbestos. Mr. -DeReus moved, and it was passed, that the following changes in C-391 -59T be recommended to ASTM by NIMA, Para. 4 - Density - Change from 21 to 20 Para. 4 - Conductivity - Change from , 45, . 56 and . 67 to ,43, ,54 and ,65 respectively, Para* 6 - Delete "Inside diameter" and related tolerances. Para. 7a - Delete last sentence which reads "For example, air holes, cracks, warpage, and bad ends, when excessive, shall be avoided", Para* 7b - Delete and substitute the standard Jacketing paragraph which reads "Jackets, where required for sectional pipe insulation, shall be specified". At this point Mr, Miller moved, and it was passed, that the Standard jacketing paragraph should be used in all pipe specifications as they come up for revision. H, MIL-I-001509B - (SHIPS), 15 December 1959, Insulation, Felt, Thermal Asbestos Mr, DeReus reported that this specification is currently being reviewed by his organization and that comments submitted by Mr, Parlett are also under consideration. It was pointed out in the discussion that only one point is specified for the conductivity and therefore no conductivity curve can be drawn from the data. Mr, DeReus will present recom mended revisions when the present internal review of this specifica tion is completed. 6- III. HH-I-55 la, Insulation, Block and Pipe, Thermal, Cellular Glass Mr, Miller reported it was agreeable to drop the thickness recom mendation in this specification and also to delete the C-177 procedure included in this specification.
