Ashby Date March 8, 1984 subject Span Checking VCM FixedPoint Monitors Recent legislation in Louisiana (LESHAPS) requires certain changes to the normal routine of monitoring for VCM leaks. Some of the major highlights include: 1. A leak of the process to the cooling water side is defined as 10 ppm VCM. 2. The weekly leak patrol will continue and any detection above 10 ppm measured six (6) inches from a source shall be deemed a leak. A check list will be filled out each week on key equipment checked. 3. The plant fixed point monitors will deem a vinyl leak if two (2) consecutive scans of an area pick up a concentration of 10 ppm or greater. 4. Anytime the computer is out of service on the fixed point monitor, manual readings must be taken and recorded hourly on the appropriate chart. 5. The plant fixed point monitors will be span checked daily to assure their accuracy. Item number five (5) will require that at each morning the Block II board operator run a span check of CARC 171 and CARC 401 (Block I board operator will do the check if Block II board operator is busy). The span check will consist of injecting a span gas (approximately 9.4 ppm vinyl) into both analyzers until all 20 points are checked. The procedure to complete a span check is listed below (refer to figures 1 and 2 attached). 1. Initial, date and write the time on both CARC 171 and 401 roll charts. (See Figure I) 2. Open the analyzer door for each CARC. Look to the left/top side where the rotometer is. 3. Below the rotameter are two (2) switches (see Figure 2). The switch on the left says "Bypass and NormalFlip this switch from "normal" to "bypass". This step takes the computer off line so alarms and false concentrations are not entered in the data banks. CCR 000019418 Span Checking March 8, 1984 Page 2 4. Now the switch on the right of the rotameter (bottom) should be switched from "off" to "STD". This will allow a standard gas of 9.4 ppm to enter the analyzer to check its accuracy. 5. The standard gas should go for approximately for (10) minutes to allow all points to be checked (see Figure I). 6. After the ten (10) minutes return the switches to "normal" and "off". The analyzer is now back on the computer and sampling the process area. 7. Write in the log book the results of the span check (see Figure III). If the span gas does not register plus/minus 1 ppm of the standard, an instrument person should be contacted to correct the analyzer. Monday through Friday these corrections can be done on days, Saturday and Sunday will require a callout to correct. This procedure should begin immediately.
