Fibre Groups and Grades to the Uniform Classification & Grading Committee on Jan. 24 but maximums have no significance due to the wide range of McNett results of Q.A.M.A. fibres The committee feels that a better way of measuring is necessary before progress is possible 6.New Grades Originally new grades which had passed the experimental stage were tabled with the Uniform Classification and Grading Committee for classification within existing classifications This Chairman feels that this is desirable and has requested committee members to consider this principle as desirable in the future It seems that in certain cases the rule of 100 ton experimental minimum shipment of the U.C. & G. Committee has not been observed It was suggested that the Committee publish a list of the offenders if any Industrial Relations Committee The Chairman explained that further adjustments were still to be made on the new Bausch & Lomb Automatic Dust Counter in order to obtain proper correlation with the previous instrument impinger The Department of Labour of Quebec the Chairman has been advised Association and Railroads protesting the 10 increase proposed in the Agreed Charges to St. Lawrence ports and as a result of this meeting the increase has now been postponed to April 1st pending further discussions b Decision to make application to the appropriate Railroads for the establishment of 120,000 lb. rates to Official Territory in the United States Agreements with the United Kingdom Cantinental Baltic and Australian Freight Conferences for rates for the coming year at 75 cents more per ton in 1966 an increase of about % whereas all Conferences had been requesting increases ranging from 10 to 15 Legislation and Taxation a The called federal baby budget was passed by the House of Commons which provided amongst other things for an increase in personal income tax for most following notification received from the Workmen's Compensation Board that the Merit Rating Rates of our Group had been changed the committee planned to visit with officials of the Commission as soon as possible It was agreed in line with recommendation of the Chairman that the Dust Control Engineer Mr. Lachance would attend the American Industrial Hygiene Conference in Chicago Expected travel expense 400.00 The General Manager tabled a letter to the Honorable Maurice Bellemare Minister of Labour with respect to the proposed establishment of a Provincial Accident Prevention Board thus repealing articles 110 and 111 of the present act The recommendation is that the prevention of accidents in mines and quarries should remain under the jurisdiction of the Department of Natural Resources 14 Other recently proposed amendments to the Workmen's Compensation Act were also stressed specifically that concerning acticle 108 which would deem compensable pneumoconioses complicated with or associated with other industrial diseases resulting in a physical incapacity or death even after an elapsed time of 5 years after leaving employment or exposure to dust breathing It was proposed that counsel and the General Manager meet with the minister and the Commissioners of the Workmen's Compensation Board to discuss this new interpretation and recommend certain limitations Traffic The Chairman was pleased to report that a Negotiations with the Railroads concerning the measure of increase to be applied to the Agreed Charge for shipments to Lawrence ports for the year beginning April 1 1967 have been concluded on the basis of an across increase of 0.01 per 100 lbs as opposed to the 10 increase demanded by the Railroads b The Association's application to the Canadian Railroads for the establishment of 120,000 lbs rates to Official Territory in the United States have been initially turned down on the basis that the Railroads could not supply sufficient foot cars for such movement Inasmuch as it is our actual practice to load 120,000 lbs excl spinning fibre in foot cars we intend to reopen the question 15 The ocean freight rates to India Pakistan Ceylon etc. are being increased by 1.50 per ton or approximately % effective June 1st Heretofore there had been no increase in this trade since 1965 d The situation with respect to loading asbestos at the docks in London was still somewhat precarious Public Relations According to the chairman the brochure for distribution at Expo has been corrected and is going to press this week The new edition of the Asbestos P.R. booklet has been re- written edited and will be going to press shortly It was suggested however that the new version should be circulated to all Members for final approval before distribution The piece of ore for the fountain at the Asbestos Plaza at Expo in Montreal has been delivered and will be installed this week Legislation and Taxation a The Chairman reported on the Carter Commission and it was agreed that any representations made by the Asso- ciation to the Federal Government on this subject should best be carried out through the auspices of the Mining Association of Canada b The Quebec provincial sales tax has been increased from 6 to % and regulations have been issued whereby the amount of power consumed by industry for productive purposes heretofore taxed on the basis of actual 16 consumption for such productive purposes will now be taxed at a minimum of 10 and provincial freight charges which are not taxable will however be taxable in the event that they are invoiced concurrently by the supplier with the goods c The special federal refundable corporation tax of % has been rescinded effective 31st March 1967 and at the same time the temporary reduction in certain capital cost allowance on property acquired after March 29 1966 has also been rescinded d There has been a further delay by the Quebec Metal Mining Association in making joint representations with us to the Provincial Government on the Belanger Commission and the Quebec Mining Act which has been brought about by disagreement on the part of Noranda Mr. Filteau reported that QMMA is agresable to make a joint submission at some mutually convenient date in the month of May Occupational and Environmental Health Committee Proposed laws prepared by Counsel have In this connection the Chairman wishes to report that the position of his committee calls for a free interchange of information between member companies The Committee plans to investigate into the following dust abatement possibilities a Dryer Stack Control b Electrostatic precipitation c Sprinkling and covering of tailings piles to prevent blowing of dust 8 Ad Hoc Committee on Method of Reporting Number of Exployees Nothing to report at this time Expo'67 The rock sculpture has been moved to the site and necessary piping is presently being installed for the proper operation of the fountain Asbestos cement planters and seats to be put in place in time for official opening of Expo New Business Soviet Visit - The U.S.S.R. has agreed to the visit of a Canadian Mining delegation but would allow the delegates to see only one asbestos mining operation Should the delegates of the Asbestos Industry be sponsored or not by Q.A.M.A. This does not meet with the consensus of the directors and accordingly it is proposed and seconded that formal sponsorship be given by Q.A.M.A. but without any cost to the Association ADOPTED Car Mileage - In reply to a question by the Treasurer it was agreed that car mileage travelled by Association Employees should be reimbursed at a rate of ten cents per mile Montreal Office - It was pointed out that the Secretary in the Montreal Office had been required to work overtime hours on many an occasion Moreover the effects of increased cost of living brought about by Expo are felt in more than 19 one way It but that if rate of time was agreed that overtime should be avoided necessary it should be remunerated at the and a half Additional help is foreseeable for the not too distant future Special Guests at coming meetings - Mr. V.C. Messel a motion the minutes 10th 1967 in Quebec presided the meeting of the meeting held on City were adopted Following April the Technical Committee The Chairman stated that a meeting of his committee was held on Thurday May 25th to consider 2 questions Unit- ized shipments and the Copant questionnaire 1.- In the case of Unitized shipments several meetings of the committee have been held to determine the type of unit load best suited to satisfy the demands of the English dockers for proof packaging tives of all companies were called Representain and in addition members of traffic and sales attended the last two sessions Various designs of ton units have been studied and after considering that a move to unitization might be required in a hurry two have been selected The two types are palletized units and are available for imme- diate use at customers expense a a palletized ton cardboard container at 10.00 per ton b a palletized twenty laminated unit at an esti- mated 8.00 per ton It was agreed that no trial shipments of palletized units should be made until situation on the English docks regarding unitization has been clarified and also that no tonnage should be shipped to England in paper bags unless these are overwrapped 2.- As to the Copant questionnaire the QAMA Technical Com- mittee has reviewed and accepted the answers proposed by J.R.M. Hutcheson and checked by H. Foster and Hebron The Committee now wishes to submit the answers for approval by the Directors After perusal that the word of answers fines be by the meeting used instead of it is proposed dust to define the particles that past through the finest screen and also not to indicate the type of Asbestos Chrysotile on bags as suggested if Copant agrees The answers to be submitted to A.S.T.M. on June 28 13 Uniform Classification and Grading Committee In his report the Chairman stated that the Committee had met on May 23rd and that matters on the agenda of interest to the Q.A.M.A. Directors could be summarized as follows 1.- It is proposed to revive random visits of the Fibre Inspector to all companies plants to check the Q.S. tests of shipments This is in line with the Suggested Controls for the Quebec Point Value Classification paragraph 4 which was submitted to the Q.A.M.A. Direc- tors in Barbados At this point the president sub- mitted that members were not ready to vote on the matter since unanimity had not been reached yet 2.- The new salary schedules for the Sherbrooke Lab personel of which each Director received copy at the meeting is submitted for approval by the Directors as per recommendations of the committee Moved and accepted A McNett classification based on points developed by Mr. Cossette has impressed the Chairman of the Committee and he feels that the system has merit Rather than attempting to develop a complete classification covering all grades produced it is suggested to draw up a list of classifications presently being used by certain producers The subject of trial grades and the desirability of sub- mission to the Committee after 100 tons of shipments is emphasized As the cial one yet then Q.S. Gourde Flintkote Company The rule is that where an injured employee already incapacitated with the lost of one eye ( 16 or 18 is rehired and later loses the other eye he becomes 100 disabled 5 However in the case of the second eye the Company is charged with the equivalent of the lost of one eye 16 or 18 , and the balance 100 - 32 or 36 68 or 64 is charged to the Workmen's Compensation General Fund to which all employeers contribute The Mine Rescue Safety Competition was held in ThetfordMines on Saturday May 27 8 teams participated and the competition was won by the team from Bell Asbestos Mines Congratulations extended to the company for their successful performance Traffic Committee The Chairman was pleased to advise that the Q.A.M.A. Traffic Committee met on May 16th and agreed to resubmit to the Canadian Railroads the proposal for the establishment of 120,000 lbs rates to Official Territory It was reported that two of the major lines in the River Plate & Brazil Conference had resigned from the Conference and were offering conference service to that area The Traffic Committee agreed that in the light of probable retal- iatory action on the part of the flag lines in the Conference that we would have to stay with the Conference at least until the situation was clarified The Russians are offering a conference service to the Mediterranean this year which members will probably use The Chairman of the Committee reported on the current situation in the U.K. with respect to the handling of asbestos at various ports and in particular London where it was advised that the dock workers have stipulated that From Monday 31st July 1967 unless Asbestos previously transported in bags is packed in Dustproof Containers or where Asbestos has been taken out at another Port but loose remains on other cargo not to handle that cargo or this commodity The asbestos importers group in the U.K. is going to continue to try and persuade the dock workers that asbestos in laminated jute bags is safe to handle and that dustproof containers are not required It seems U.K. at likely however least to London that that if members are shipments will to ship to have to be the either in containers or in palletized cardboard covered unit loads as developed by the Unitization Committee of the Technical Committee and that regardless of the type of the container that juste laminated bags will have to be used Legislation and Taxation Committee The presentation of the joint brief to the Prime Minister on the B^'langer Commission has again been delayed The Quebec Metal Mining Association brief might be revised in the light has suggested of the Carter that this Commission 17 report but it is the opinion of our Committee that this is not necessary or advisable Similarly the Q.M.M.A. are considering the preparation of a brief to the Provincial Government on the effects of the Carter Commission but this is a useless exercise again our Committee and that the Quebec feels that Government is well aware of the implications of the report on the resources industry of the Province Attention was drawn to the amendments to be made to the Quebec Income Corporations Tax Act Tax Act Bill 56 Bill 57 and the Provincial Public Relations Committee The new contennial asbestos booklet is going to press this week The Expo asbestos pamphlet Quebec Pavilion as well as has the been Esso distributed at the Expo Information Centres Arrangements are being made to have a plaque placed at the Asbestos Plaza at Expo and to change the location of the sign It was agreed that the Public Relations Committee should study the to inform possibility of preparing some programme our employees of the serious effects of designed the Carter Commission recommendations on the mining industry and their jobs Occupational and Environmental Health Committee Revisions to laws to be forwarded to Counsel for his review and finalized text to be submitted for approval at next meeting Meanwhile the Scientific Committee has asked three doctors to attempt to define is the problem concerning occupational and environmental health in the asbestos industry In such 8 a question an orderly approach is needed The doctors have held two meetings so far and it is believed that an other one is necessary before an answer could be finalized Antigua Conference - Twelve doctors out of twenty invited have replied so far It might be deemed advisable to send a few additional invitations in order to have at the meeting the experts called for by the program This might involve an additional expenditure An agenda divided into three phases and assigned to three moderators is being prepared C In reply to the question raised by Counsel as to possible collaboration from industry concerning doctor Selikoff's search to make asbestos impermeable to health hazards it was pointed out that this would be in effect admitting that asbestos is actually noxious to which counsel stated that no such admission ( it had been agreed between Dr. Selikoff and Counsel would be assumed Dust Abatement Committee The Chairman stated that first reading had been given in the Federal House to Bill 25 which calls for the establishment of a National Pollution Abatement Code and National Standards for analytical techniques The the Committee will soon be in a position to experiment with three practical dust abatement methods now available A dry filtration unit is being designed A wet filtration unit is being installed A firm proposal to set up an electric precipitation unit has been submitted by the Precipitation Company of Canada Limited New Business Provincial Mines Ministers Conference - This conference will be held in Regina September 17-20 1967 and members are asked to propose subjects which might be included in the agenda of the meeting Ontario Mining Association Annual Meeting - This meeting is scheduled for June 19-21 1967 at Muskoka Lake and the Directors of the Association are cordially invited Mexican Visit > The mission is made up of 5 persons from industry and government in Mexico and is cheduled to visit the asbestos operations in the latter half of September 1967 The General Manager has been delegated to coordinate the trip with Mr. Mulvihill of the Federal Department of Trade & Commerce Treasurer 1. Pelnar Secretary With respect to significant publications issued last year on the problem it can be said that the information given is rather directional and not quantitative Three of these papers are of special interest 1. One by Dr. Enterline which shows that there are excessive deaths among the asbestos textile population _ 2. The second one is a follow by Dr.Selikoff on asbestos exposure smoking and neoplasia This study points to the relationship between the two factors in lung cancer - Cocarcinogenesis This leads to articles such as that which appeared about Expo 3. A third one by Dr. Cralley suggests that metals incorporated with fibres may be the cause of cancer There is a need and the Scientific Committee is looking for reliable data other than that provided by a study of a group of insulation workers The epidemiological survey of Dr. McDonald is a good case with chrysotile fibre and the kind of study required with well defined exposures Dr. McDo / nald also proposes to study the incidence of mesothelioma in Canada ... More studies especially prospective studies are badly needed and interest in that type of work must be gene- rated Information is also lacking on the basic chemical and biological action of asbestos on the body work in this field must be promoted At this point Dr. Wright tabled the proposed agenda for the second Antigua Conference The agenda is divided into four 4 parts 1. Characterization and control of environmental exposure 2. Interaction between asbestos and biological system 3. Disease in man epidemiology 4. Report from various countries So far appreciable information have been collected under the supervision of Dr. Pelnar in the Montreal Office Any request for information to be directed to this Office Q.A.M.A. is also fortunate to have Messrs Lindell and Sabourin on the Executive Committee to discuss and stimulate the thinking of the members of the Scientific Committee particularly vis the work of Dr. Selikoff who has been a healthy nemesis The President having expressed sincere thanks to Dr. Wright the Chairman of the Committee then submitted two additional lists of guests recommended to participate in the ..4. Antigua Conference The ve an additional expense participation of this group will involof 35,000.00 The Chairman moved that such an amount less any sums than can be recovered from the regular budgets be approved as to complete the invitations and program of the proposed Antigua Conference ADOPTED The Secretary of the Executive Committee was asked to report and did so by distributing a detailed report covering meetings of the Scientific Committee various Scientific Symp- osia specimens of current papers and information on environ- mental research laboratory The question was raised as to the recent bad publicity concerning asbestos and health Not only has Dr. Selikoff's latest paper been given wide publicity across Canada concerning the alleged relationship between smoking asbestos lung cancer but the Financial Post recently had an article on asbestos insulation in British railway coaches which seems almost actionable The Public Relations Committee is of the opinion that the time has come for us to produce some rebuttal and is anxious to meet with the Scientific Committee of the Occupational and Environmental Health Committee with a view to discussing the possibilities of providing some counter propaganda as agreed at the Jasper meeting last Summer ... It was stated by the Chairman that it was not possible at this time to produce any publicity such as suggested by the Public Relations Committee since sufficient scientific data is not yet available ever should any company wish to issue pertinent information it could very well use some of the publicity recently released in England To this effect copies of said releases will be distributed to all members for the use of their individual company Effects of the Carter Report on the Mining Industry At a joint meeting of the QMMA and GAMA Taxation Committee it was agreed that some representations should be made to the Provincial Government as to the effects of the Carter Commission Recommendations insofar as they concern the mining industry The mechanics of making such representations were discussed and it was suggested that there were two 2 ways of doing this a Write directly to the Prime Minister offering to make such representations if he so wished either to him directly or to the Committee which we understand has been set up to study the effects of the Carter Commission Report on Quebec or b Talk to the Minister of Finance Mr. Dozois at the time of presenting the brief on the B^'langer Commission making the same offer ... / In the meantime members are to review the preli- minary draft of the brief to the Mining Association of Cana- da to the Federal Government with a view to including a copy of it with any representations made to Quebec with our en- dorsation and together with any supporting evidence would be available with particular reference to the of Quebec which Province It was felt that similar factors apply in consi- dering whether the Quebec Mining Association should also make representations to Ottawa little time available bearing in mind that there is very Effectively a draft letter has been prepared by the Secretary of the Taxation Committee Mr. Victor Onge covering several aspects of the Carter Report said letter to beaddressed to the Prime Minister of this Province This letter stresses the economic contribution of the mining industry to Quebec through employment tax assessments support to secon- dary industry etc. Cases of doubtful mining projects as a result of the Carter Recommendations would be pointed out well as the importance of mining incentives in determining as the economics when the decision must be made to develop or not a newly discovered orebody Cartier Since the meeting of the Taxation Committee Quebec Mining Company offered copies of a typical letter to suppliers in which recommendations of it requested their support the Carter Commission with in opposing the respect to the mining industry since suppliers would be indirectly affected by any change in the tax burden of the mining industry ... Special Winter Meeting Dates suggested are the first part of the fourth 4th week of January or March preferably March The place could be 1. Committee which held its 6th meeting in February At this meeting the progress of Dr. McDonald's project was reviewed and discussed It is considered that the work accomplished is highly commendable and not always available to this Committee for instance standards for the asbestos industry are not date As a result of the evidence as to crocidolite being a cause of mesothelioma strong pressure has
