This has been going on for quite a number of years although the size of the operation is larger than it was back in 19Ui. The discharge of steam to atmosphere is a source of noise and it has been our wish not to have this constitute an objection for the people in the vicinity of our plant, which operates con tinuously. We recognized that on still hot nights sound carries easily and surveyed the possible causes of noise that neighbors might be cognizant of if conditions were right. It was decided that one of oar pressure vessels which is larger than others might be such an offender. We investigated equipment for noise reduction and we purchased a sound absorber, not the model recommended for industrial use but the model which had about f>0 percent more effectiveness. This cost some $2,500 to install, and sound tests show that the reduction has been 25 decibels or more. If persons were to insist that since this reduction was accomplished even more could be done, the cost could become oppressive. There is, no doubt, some limit of noise above which neighbors could insist upon its reduction, but there must also be some limit at which a plant can operate without being persecuted, or forced to move* Would you please tell us how to evaluate the significant sounds our plant produces and the limits of sound level that are reasonable for the location of the plant. We are along side the Pennsylvania-Reading Seashore Lins which also is a sound producer. Your cooperation in helping us evaluate our operation will be greatly appreciated.
