1 NATIONAL PAINT & COATINGS DDO ASSOCIATION ooo RHODE i\pc ISLAND AVENUE N.W. Telephone 202 452-6272 WASHINGTON O.C. 20005 April 13, 1973 NO, 5-B (Illinois) TO: All NPCA Members in Illinois NPCA Legislative Committee All Officers, Chicago Paint and Coatings Assn. All Officers, St. Louis Paint and Coatings Assn, Subject*. Illinois Lead Paint Bills (S. 003, H. B. 292, HB. 794, and S. 472) Mr, E. F. O'Toole, General Counsel of the Chicago Paint and Coatings Association has put out a Notice of Meeting for2;30 P,,M. Wednesday, April 18, 1973 at the Tower Club (39th Floor), 20 Wacker Drive, Chicago, Illinois. This is to expand on that Notice and to urge attendance at this emergency session. Background: Four bills are now pending before the Illinois legislature which would restrict the use of lead in paint and impose other severe restrictions. In fact, one (H.B. 292) has already passed the House. The thrust is to impose a 0.06% standard, prescribe labeling requirements, and expand the general prohibitions on use of paint containing over 0.06%. We are facing the very real danger of Illinois becoming the first state to enact a very restrictive 0.06% lead bill. This, of course, could have nationwide implications. The purpose of this meeting is to provide an update of the present situation and decide on a course of action. The situation is extremely serious and immediate action is necessary. Maximum attendance ?s urged. Counse I GLD34781
