G. Rodenhausen convened the meeting at 9:30 a.m. Minutes of the July 15, 1987 meeting were approv<:d without change. 2. Legislative Report The committee waived the Ruld s of Procedure to consider testimony on DEA's "Chemical Diversion and Trafficking Act" and approved talking points for a CMA policy stattiment and testimony. R. Schumacher will send copies of the analysis of the Jefford bill and the amended Gaydos/ Metzenbaum bills to the comm:ittee members. 3. HSC Budget G. Sunshine briefed the committee on the status of the HSC FY 87/88 Budget. The committee approved the C<:/R Task Group's request for $5,000 in outside services funds to as ist the Texas Chemical Council in preparing a CAER videotape. The committee approved the Notification and Reporting Task Group's request for $1,500 in outside services funds to participate with the Business Council on the Reduc tion of Paperwork. The committee approved the ejpenditure of $5,750 in outside services funds for the Institute for Occupational Health Standards work on workplace exposure standards. 4. Flouroalkenes Panel Report M. Browning and K. Rosica bri efed the committee on the ongoing Flouroalkenes Panel's litigat ion. The committee endorsed the litigation and requested that the panel share litigation documents and policy statements with the c cjmmittee. 5. Workplan Reviews The committee reviewed the wcjrkplan for the Health Authorities Task Group and discussed the need for health policy representation in the task group. The committee a sked that the task group analyze a scenario of positive health effects ft om epidemiology/health assessment studies and an action plan to manage these results. The committee reviewed the wri crkplan for the Liability Reform Work Group (LRWG) and the assignments de legated to the committee by the work group. The Health Authoritie s Task Group, the Epidemiology Work Group, and the Liability and Compen sation Task Group will follow up on implementing their portions o the LRWG's work plan. The task groups will present their recommends tions to the committee at the next meeting, The committee reviewed the wni rkplan of the Epidemiology Work Group and was informed that the work grjioup will begin a feasibility test of cross-industry studies. Brothers briefed the committe e on the status of CAIR implementation, EPA will be reviewing revisions in Tier 3 information to address public comments on burdens of detailed reporting. The Information Management Task Group will meet with Linda Travers of EPA to discuss EPA's information management system fc r handling CAIR information. 7. TSGA Section 12(b) Export Notification The committee discussed EPA's st ggestion that the Health and Safety Committee form a dialogue group with environmental groups to address our concerns with EPA's present policy. The committee agreed not to proceed with a dialogue group ard asked the Notification and Reporting Task Group to analyze various opjtions and report back to the committee with recommendations. 8, International Affairs Group (IAG) Coordination The committee discussed topics from the CMA/CEFIC meeting in June and the following task group assignments: o MSDSs - Product Safety Ta sk Group o Classification of Chemica Is - Product Safety Task Group o Existing Chemicals - Haza rd Assessment Task Group o Chemical Accidents - Proc ess Safety Task Group, CAER Task Group The International Affairs Task Group will return with a recommendation to approve a revised CEFIC paper on Safe Transfer of Technology, Environmental Management Committ ee (EMC) Coordination The committee discussed HSC and EMC coordination and agreed to adopt the Environmental Health Work Grfcvup under the Hazard Assessment Task Group to address health issues a rising under environmental statutes. 10. Board of Directors Presentation on Title III G. Rodenhausen and V. Marchesani chairman of the EMC, will brief the Board of Directors on Title III Implementation, impacts and coordination on August 31. 11, TSGA Reauthorization Issues The committee discussed potentiajL TSCA reauthorization Issues and agreed to activate the TSCA Reau :horization Task Group. Members will examine policy options for TSCA Issues being debated and will add biotechnology regulation and exp<j> sure monitoring to the list of issues. Any committee members in terested in joining the task group should contact N. Doerrer, 12. Proposition65 Listing Criteria Document N. Doerrer briefed the committee on the paper on scientific listing criteria for suspect carcinogens being prepared for the implementation CMA 060852 HSC Meeting Minutes August 19, 1987 Page 4 of California's Proposition 6 statute. The committee agreed to review the paper prepared by J. Rodr icks of ENVIRON and provide comments to N. Doerrer by September 2. The committee will review the final paper at the September 16 meeting befo re it is presented to the Scientific Advisory Panel of the Health and Welfare Agency of California. 13. Comments on TSCA Section 4 The committee approved the Ha zard Assessment Task Group's draft supplementary comments to EPA on TSCA Section 4 Test Rules on 73 Solid Waste Chemicals. 14. Toxicological Profiles Guidan ce for Contractors The Hazard Assessment Task Group will review EPA's guidance document on developing toxicological prof iles under Title I of SARA. 15. OSHA!s Update ofthe Z Table The committee was briefed on OSHA's update of the Z Table and asked that the Exposure Assessment Task Group prepare a letter supporting OSHA's update. R. Schumacher will invite Frank White of OSHA to be the guest speaker at the November 17 Health and Safety Committee dinner meeting. 16. Process Hazards Management Guidelines The committee reviewed the Sa fety Programs Task Group's action plan for preparing process hazards man agement guidelines. CMA will draft the document by January 1988. This committee was provided with copies of OSHA's Compliance Directive 2.2. 19. Warehouse Safety Guidance The Safety Programs Task Grouo has solicited proposals for preparing a warehouse safety guidance doorment. The task group will ask the committee to authorize funds for the project at a later date. A warehouse safety policy will be proposed to the committee at its next meeting. 20. Probabilistic Risk Assessment The Safety Programs Task Group has sent out Requests For Proposals to prepare Guidelines for the Application of Probabilistic Risk Assessment in the Chemical Industry. Proposals will be presented to the committee for approval at the September meeting. 21. Health and Safety Committee Resource Manual The committee reviewed the HS<p Resource Manual and the tentative agenda for the leadership training s ssion. T. O'Leary and L.
