We met with at the Opening Conference. I presented my credentials to and informed him that this was an EPA inspection to determine facility compliance with the Clean Water Act. The scope of the inspection is a Compliance Evaluation Inspection. FACILITY DESCRIPTION is an unpermitted facility that has approximately 190 cattle. At the time of the inspection, according to , the facility was milking 97 cows. In addition to the milking cows, notified us that there were approximately 18 head of dry cows, 50 heifers, and 25 calves. The cows are milked twice per day and between sessions kept in pasture. Section II - OBSERVATIONS Coordination with NRCS: At the time of the inspection, informed us that plans have been finalized with NRCS to install pumps, pipes, and a total of thirteen risers at this facility. Additionally, NRCS had redone the Retention Control Structure (RCS) approximately 6 months ago. Retention Control Structure: We observed holes and burrows in the berms of the RCS created by nutria. At the time of the inspection, the RCS had approximately two feet of available freeboard. Land Application Areas: At the time of the inspection, wastewater liquid and solids. had approximately thirty acres to which he could apply Dewatering Equipment: We observed a PVC pipe with a ball valve jutting out from the base of the west berm of the RCS. explained that a fifty-yard length of perforated PVC can be connected to this effluent pipe to allow for the wastewater to be applied to the adjacent pasture. Additionally, informed us that a new diesel pump would be included in the equipment scheduled to be provided by NRCS.
