File Reed Sandstedt Scarito Schenke Siegel The subject Bend be unit (C-l) is available for use in EPA and area monitor ing service in the Resin Plant. Since only three to five sample points are required for EPA emission monitoring of the Carbon Adsorption facility, seven sample points maximum could be made available for additional area mon itoring. It may be desirable to have at least three points in use for OSHA and EPA leak detection in the Carbon Adsorption areas. This would leave on the outside four sample points for additional coverage of the tank farm areas which are currently covered by four sample points from the B/V-l unit - top of storage tanks and rail unloading stations are desirable areas for additional coverage. To facilitate both EPA and OSHA coverage via use of the computer, the following two alternatives for the utilization of the C-l unit are sugges ted : 1. Leave B/V-l As-Is and Provide for New Installation of C-l in the Carbon Adsorption Facility This alternative is aimed at leaving the B/V-l unit undisturbed. The tenpoint C-l unit would be relocated with the various functional sections to be distributed as follows: a. Analyzer Section This section should be located in the Carbon Adsorption facility with the ten sample lines distributed from this area. b. Control - Recorder and Alarm Section The most suitable location for this section would be adjacent to the location of the Lab/Ardo unit. This would allow for easy installation of interface wiring to the spare Areas interface unit located in the Quality Control Laboratory. c. Alarm Display The two available alarm displays are to be relocated next to the B/V-l displays outside the lunchroom. The two common alarm lights are to be located on the main panel in the foreman's office and wired such that one light would alarm for EPA excursions of the Carbon Adsorption unit 10 ppm -, the second light would alarm for OSHA alerts at 5 ppm. In addition, alarm messages will be printed on the alarm terminal of the Areas system. COLORITE 018125 Page 2 2. Install C-l to Replace B/V-l and Use B/V-l for the Carbon Adsorption Unit Stack"and Area Monitoring This alternative would require relocation of the ten-stream C-l unit to replace the B/V-l gas chromatograph in the tank farm analyzer house. The B/V-l control section located in the foreman's office is easily con verted to a ten-stream control. Interface control to the Areas computer system is readily made by simple program changes. The location of the five-stream B/V-l unit components would be similar as listed under 1.. Alternative 1. may be considered the least costly, however, also the least practical for it would use a ten-stream gas chromatograph in both potentially high VCM level EPA stack monitoring service and relatively low VCM level OSHA and EPA leak detection service. Past experience has shown that if VCM levels exceed 2000 to 3000 in a sample stream, a carryover to the next two to three streams may result. If alternate 1. is chosen, the most practical way to over come high VCM carryover in the manifold system is to split the two five-point manifold systems by providing separate bypass and sample pumps for points in the stack monitoring service. Set batch temp, to reaction temp. 10. Finish charging MVC and follow with 400 gals, final flush water. .11 Bring to reaction temp. Turn steamoff. (300 gals, heat kick on 5 temp, rise). .12 ^r^or to dumping, suck in 1 lb. dry Ionol to empty stripper. 13. Transfer to stripper at 3-5 psig pressure drop (set absolute pressure controller at 0mm) c. Recover batch to 300mm before steam stripping. Kaat to 190F. (full recovery^/ Add 200 gallons of water, then transfer to blend tank.
