When it was brought up that boxed lunches could be an option and that we could reimburse imposed costs, I was referring to individual staffers could pay for the food they eat. Unfortunately we are bound by the same restrictions prohibiting the use of federal funds for food and drinks as everyone else. Previously we have done it where it could be arranged with the vendor to have boxed lunches available for a set price ($10-15) and we would ensure that our staff had cash available to pay for it. We usually try to go this route because it's quicker than everyone getting food and then reconvening for a meeting. The early morning meetings are the responsibility of the Natural Resources Committee as this is their field round table that they have invited us to participate. They have different rules governing their use of funds regarding food and beverage, if they wish to have coffee and tea available they will have to approve and pay for it Tyler Camp (Cc'd) should be able to help you on that end.
