This was an EPA inspection in response to a National Response Center Spill Report (NRC No. 1424367) which was received by EPA Region 6. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. No Contango Resources, LLC representative participated during the inspection. There was no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection at the Contango Resources, LLC, Fanny Lease well #3, where a plugged and abandoned injection well purged saltwater to the surface. At the time of the inspection, Great Horned Owls was operating the lease, but the EPA and BIA records still indicated Contango Resources, LLC as the owner of record. Section II - OBSERVATIONS I observed the release point of the spill, which was the previously plugged and abandoned Fanny #3 well. There was a fenced containment pit and well cellar at the location. See photo No. 1, Appendix 1 (photo log). For additional GPS location information and photo metadata, see the attached photo log. Standing at the release point, I observed the flowpath of the spill which continued approximately 500 feet toward the west, terminating in a stock pond. See photo No. 2. Approximately 125 feet west of the release point/Fanny #3, I observed a TDS field reading of 808 mg/L where the flowpath crossed the nearby lease road. See photo No. 3. Approximately 500 feet west of the release point, at the end of the spill impacts, I observed a TDS field reading of 1817 mg/L. This was the highest TDS reading observed during the inspection. See photo No. 4. At the same location, I observed a trailer mounted water pump and two (2) frac tanks which were being used to remove the impacted water from the stock pond, see photo No. 5. The TDS field readings was taken with a properly calibrated, EPA issued, YSI Pro 30 conductivity meter. Section III - AREAS OF CONCERN The areas of concern included the elevated TDS water at the release point, along the flowpath and in the stock pond at the end of the spill. 2 Contango Resources, LLC / Fanny Lease (OKU002214) Inspection Date 03/05/2025 Section IV - FOLLOW UP Inspector will follow up via phone calls and/or site visits as needed until the impacted area is cleaned to "pre-spill" condition.
