Anent a recent exchange between you and Mr. Ralph Palmer, origin is in Miller case as follows: Mr. Philip Payne, counsel for Shell Oil on Miller case, advises by telephone today with legal thoroughness* that Palmer has woman trouble, is separated fromwife, has a boy of age, is a neighbor of Payne's, and was once very nice to the cousin of a wife of Payne's uncle by marriage. Since Payne was from Virginia, this makes Palmer very close to Payne, What Payne was trying to get at, I believe, was to indicate that in casual discussion with Palmer he had mentioned the problem of volatility of lead from gasoline, and Palmer with simian enthusiasm, had grabbed the ball and started an investigation of his own in Payne's behalf.
