Withers I spoke with George Trubiano of the Connecticut Department of Environmental Protection - Water Compliance Division whose office is at the State Office Building, Hartford, Connecticut, 06115 (telephone 203-566-7166). He was returning my call of last week with regard to Monsanto compliance with the new Connecticut law. After discussing the situation in my reading to him of my July 1 letter to Commissioner Joseph N. Gill, we agreed upon a provisional notification method for compliance with the Acts notification provisions. No later than 30 days prior to a date of shipment, Monsanto will send a letter to the Connecticut DEP indicating the proposed date of shipment and the estimated date of delivery. . Subsequent to the delivery, Monsanto will make sure that Universal confirms the delivery date. I requested a letter from Mr. Trubiano recording this agreed upon procedure for.compliance. He indicated he would send one within the week since it must be cleared with his department prior to issuance. Apparently the department is now working on regulations to be issued pursuant to the Act. Mr. Trubiano finally gave me the name of Mr. Charles Fredette also with the Water Compliance Division (telephone 203-566 2588) who is the other person in the Connecticut Department of Environmental Protection who specializes in PCB matters. I trust you and carbonees will effectuate these agreed upon methods of selling into the state of Connecticut.
