AUG2fi 1970 E DONLEY'S OFFICE August 6. 1970 STATE LEGISLATIVE REPORT NEW-TYPE SOLID WASTE PLANT PROPOSED FOR DELAWARE A $1 million contract for the design and engineering w what is described as "the nation's most advanced solid waste dis posal plant" is being negotiated between the state of Delaware and Hercules Incorporated. The firm also expects to construct and operate the facility. The proposed $10 million plant should begin processing 500 tons of domestic and industrial refuse per day within two years after signing of the design contract. The demonstration plant will also dispose of 70 tons of sewage sludge per day. Future expansion plans call for a doubling of the plant's capacity. After removal of ferrous metaLs, the proposed, plant would, convert the refuse and sewage into a humus compound and various oils and tars. The humus compound is an excellent additive for soil treatment and may be developed in the future as an animal food additive. The oils and tars can be sold as fuels or used to fuel the plant itself. Company officials envision the plant to become self-sustaining, or even profitable, after a shakedown period. Employing approximately 50 people, the plant is expected to dispose of automobile tires, bulk plastics, and paper as easily as other wastes. It will be practically odorless and will operate well within federal regulations governing air and water pollution. The proposed plant is based on three key developments: The first is a digester system for converting organic waste materials to a high quality, sanitary humus. The digestion operation wiLL also accept sewage sludge as feed material which becomes part of the sanitary humus product after digestion. The second development is the application of pyrolysis techniques to the controlled decomposition of organic solid wastes, such as rubber and plastics. The Hercules design will pyrolyze only the nondigestible materials, yielding the oils and tars that can be used as fuels. The third key development is a residue separation system. The feed to this system will consist of the inorganic residue separated from the digester discharge. The separation of the metals, glass, and grit will be accomplished by a series of screeners, gravity tables, and associated separation equipment. ENVIRONMENTAL SCIENCE INSTITUTE URGED The President and Congress of the United States have been urged to establish in Alaska a National Institute of Environmental Science to initiate a continuing program of research to insure that man uses his natural resources in a manner consistent with a quality environment. The Governor has also been requested to ap point a panel of concerned ALaskans to compile information that will enable the President and the Congress to assess the need for, and the benefits to be derived from, such an Institute. PENNSYLVANIA INDUSTRIES ORDERED TO TREAT WASTES Sixty-one western Pennsylvania industries in Allegheny, Armstrong, Beaver, Fayette, Washington and Westmoreland Counties have been ordered by the State Sanitary Water Board to upgrade treatment of their wastes prior to discharge into Ohio River Basin waters. All must provide "secondary" treatment sufficient to remove from 75 to 85 percent of the oxygen-consuming materials before discharge of waste water to Commonwealth rivers. Such treatment will remove practically aLl suspended solids, provide satisfactory disposal of sludge, and reduce the quantities of oil, greases, acids, alkalis, toxic substances, and other such pollutants to levels that will not pollute the receiving waters, according to the Board. At present, the industries provide primary or intermediate treatment sufficient to remove approximately 35 and 50 percent, respectively, of the oxygen-consuming materials, the Board said. The orders result from the Board's implementation plan for meeting upgraded standards for the interstate waters of the Ohio River Basin. Each firm was given 90 days in which to submit a schedule outlining steps it will take to comply with the order. Addition ally, each firm must report to the State Health Department within 30 days" of the completion of each step in the schedule.
