MINUTES OF MCA EXECUTIVE COMMITTEE Links Club, New York City Tuesday, September 10, 1963 i li Following breakfast at 8:30 a.m., the meeting was called to order by Mr. Klipstein. I. du Pont de Nemours & Co. , Inc. Portion of the meeting only. Copies of the Board agenda to be considered by the Directors later in the day were distributed to those present. This was reviewed briefly, subject by subject. Those items on which special attention was devoted are as follows: 1. Thirteenth Semi-Annual Meeting. Program for the November 26, 1963, Semi-Annual Meeting and Midyear Conference was summarized by the Secretary. Those present approved his recommendation that the registration fee be set at $40 per person, an increase of $5 from the fee charged in prior years. In view of the difficulty experienced in the past in acquiring a top-level speaker for the banquet due to the shortness of time and the summer vacation period, it was suggested that the present Program Committee undertake the responsibility of selecting and engaging the banquet speaker for the 1964 Semi-Annual Meeting. 2. Financial Report. This report, covering the first three months of the fiscal year, was summarized by the Treasurer, who also reported on the status of membership fee collections. 3. Economic Facts Study Committee. Mr. Hannan reported that the pilot study by Dr. Jules Backman had been completed and that copies of the proposed final draft had been transmitted to members of the Executive Committee on September 3. It is expected that additional copies will be on hand for submittal to members of the Board of Directors within a few days. Mr. Hannan urged Executive Committee members to examine the report from the standpoint of phraseology and errors of fact and submit comments to him together with recom mendations as to ultimate distribution and possible further studies on particular aspects covered in the pilot study. These will then be considered by the Com mittee, which will report back to the Board at the November 25 meeting. ! CMA 061313 ^ 2- 4. Sp cial Assessments. Th Backman report, mentioned above, was financed by contributions received from 19 member firms, a portion of which will be returned to them inasmuch as the total cost did not reach the sum of the money collected. Those present discussed the difference of opinion that existed within both the Executive Committee and the Board of Directors with respect to special assessments for projects of this nature as well as the prior Agricultural Chemicals project, the point being made that in principle such special collections did not constitute desirable practice. It was agreed that further assessments of this nature should be avoided if at all possible. 5. Ad Hoc Planning Committee on Environmental Health. Copies of the recommendations of the Ad Hoc Planning Committee on Environmental Health were forwarded to members of the Executive Committee in advance of the meeting. The report was briefly summarized by General Decker and discussed by those present. Dr. D. D. Irish, Chairman of the Ad Hoc Committee, accompanied by Dr. John A. Zapp, Jr., Committee member, were then called into the meeting to discuss the recommendations in detail. Following this presentation, there was considerable discussion on a number of phases of the report. It was agreed that it would be premature for the Executive Committee to submit final recommendations to the Directors later in the day and that, because of the further consideration required, it would be suggested that final action be deferred until a later date.
