A possible explanation is that the Pilot Plant dust collection was not as efficient as it should have been. Fiber ID were fibers that meet the Level II EPA definition of a fiber which is 3 micron in length and a 5:1 aspect ratio. Fibers were identified as T remolite/Actinofite.
