Luttenbergcr, R/H The early meetings were devoted to an analysis of the dust problems In the various plants. A letter requesting detailed information was sent to all members of the Institute. These reports were'received and analyzed by the Com mittee. Me found such a wide variance in methods of control, protec tlce equipment used and the medical set-up, so that another approach was tried. Each State Dept, of Health in which a Plant was located was contacte on. their facilities to aid members. \7e also contacted the various Insurance Carriers and the Industrial Hygiene Foundation of Mellon Institute for their advlco and guidance in setting up a continuing program. After considerable study it was determined that the various State Departments used different methods, equipment and processes In makin Plant Health Surveys and the results, particularly on dust counts, could not be properly correlated. The recommended Medical Set-up ant the results of diagnoses of chest x-rays also were or variance. It was the consensus of your committee that in order to have an effo< tivo program equally advantageous to all members In any state it would be necessary to have one (1) well established organization to head up the program. Such organization to be staffed with qualified engineers and medical men as well as the equipment and facilities to analyze, correlate, and disseminate information. By action of the Board of Directors your committee was authorized to engage the services of tho Industrial Hygiene Foundation of the Uellc Institute to make a preliminary survey of fourteen (14) member Plants and then present a program for future action. This survey was made under the direction of Ur. r/ C. L. Hcmoon, Head Digincor and Dr. r,'aimer of the Medical Staff. An'outlino of Recommended Procedures is included in this report dated June 1947. This report was submitted personally by and discussed at the Institute meeting on June 17, 1945 by Ur.
