WASHBURN DATE JULY 15, 1977 FROM INDUSTRIAL HYGIENIS DEER PARK MANUFACTURING COMPLEX SUBJECT ASBESTOS MONITORING Attached is an updated list of asbestos sampling results at CA during the mixing of the cell diaphragm slurry. Monitoring of this operation began in 1972 and is repeated approximately semiannually. The sampling results can be compared to the OSHA permissable exposure limits (PEL) of 2.0 fibers per cc of air, 8-hour time-weighted average (TWA), and 10 fibers per cc of air, ceiling limit. OSHA has proposed revisions to the asbestos standard which includes a reduction in the permissable exposure limits to 0.5 fibers per cc of air, 8-hour TWA, and 5.0 fibers per cc of air, ceiling limit. Results indicate that employee exposure measurements vary considerably during the slurry preparation. Normally, the short-term personal sampling results for this task are less than 1.0 fiber per cc of air. No measurements of this type have exceeded the OSHA ceiling limit. The 8-hour TWA exposure of employees should also be much less than 2 fibers per cc Of air on the basis of past sampling results and the unlikelihood of asbestos emissions after the diaphragm slurry is prepared. The monitoring program will continue and, in view of the proposed reduction in permissable exposure limits, the sampling effort will be expanded to reevaluate the eight-hour TWA exposure levels. These monitoring results should be posted in areas that are accessible to the monitored employees and others who work the same job. Additional results will be reported as monitoring proceeds.
