Process Description: CDE Truck and Repair (CDE) is an automotive repair shop that provides multiple services, including exhaust system repairs and oil changes to heavy duty diesel vehicles. Staff Interview: Mr. Chatfield and Ms. St. Peter talked to Mr. Vargas about the general operations at CDE. He said that they do general repairs and maintenance to semi-trucks. When asked about potential engine control monitor (ECM) work, Mr. Vargas stated that CDE does not alter the ECM's fuel injection timing or emission controls. Additionally, in certain cases, CDE has replaced the ECM in a vehicle. When asked about the source of a replacement ECM, Mr. Vargas stated CDE typically sources them from dealerships; yet, at the same time, the customer is allowed to acquire a cheaper ECM from a junkyard. Mr. Vargas also stated that CDE outsources its ECM programming to the dealer, and that some junk yards have reprogrammed the ECMs it receives from customers. Mr. Vargas stated that CDE has never removed any emission controls. When asked about diesel exhaust fluid and diesel particulate filter (DPF) work, Mr. Vargas said CDE does the regeneration portion of the work and then sends the equipment out to be cleaned. Additionally, after inspecting two heavy-duty diesel engines, Mr. Vargas discussed some of the recent work that had been done on those vehicles. The first, was a 2010 Freightliner semi-truck with a Detroit Diesel engine. He said that it has a major oil leak, but that no engine work had been nor was planned to be done on that vehicle. The second was a 2008 Peterbilt semi-truck with a Cummins engine. He said that it has had its EGR replaced two or three times. The first time was two or three years prior to the time of EPA' s inspection. That replacement was covered under the manufacturer's warranty. Mr. Vargas also stated that it had a bad catalytic converter, received an oil change, and had some DPF problems. Regarding the DPF problems, CDE had sent the filter out to be cleaned but still needed to go through its regeneration codes.
