Please accept the attached letter on behalf of GSP Merrimack LLC ("GSP") requesting a Presidential exemption under Section 1 12(i)(4) of the Clean Air Act ("CAA") from compliance with the revised filterable particulate matter ("fPM") surrogate emission standard for non-mercury metal hazardous air pollutants ("HAP") and the requirement to install and use a particulate matter continuous emissions monitorinv. system ("GEMS" or "PM GEMS") promulgated in the rule, commonly referred to as the MATS RTR, for the two coal-Fired electric generating units ("EGUs") at Merrimack Station in Bow, New Hampshire.
