I am not sufficiently informed with respect to the time, circumstances, or any other factors which may affect our use of or exposure to asbestos tape insulation. From your letter to W. H. Baxter, Jr., et al. (6/8/77) we conclude that there are OSHA stand ards for dealing with asbestos, especially its removal. What are the hazards of installing new asbestos tape insulat ion? We have been advised by our safety coordinator that the Environmental Health Department has ruled that installing new asbestos tape insulation does not require special pre cautionary safety measures. The removal of asbestos tape insulation or any other type of asbestos insulation requires special safety precautions. A request to your area engineer is required to remove any asbestos insulation. He will request the proper service group to perform the task. A copy of G. F. Hurley's letter dated June 8, 1977 is attached, addressing the subject "Removal of Asbestos Insulation". This policy developed after a number of people were monitored for exposure to asbestos during application of asbestos-containing tape in widths up to two inches. Asbestos levels found were less than 0.4 fibers/ml 5p) compared to an OSHA allowed level of 2.0. This policy also assumes that the possible exposure of a given person will be infrequent and of short duration. For removal of such tapes the procedure specified by OSHA is still valid. Here, the premise is that alternate heating and cool ing cycles weaken the fibers. Thus, there is extensive formation of pieces in the <5p size when such insulation is removed.
