The regular meeting of trie executive Committee of the Manufacturing Chemists' association of the United States was held in Acorn A, The Chemists' Club, 52 East 4lst Street, New York City, on February 12, 1946, at 11:08 A.:,I. Derby took the Chair temporarily. I. MINUTES OF MEETING The minutes of the January 8 meeting were duly approved as sent to the members. A. Treasurer's Report. The report of the Treasurer for the period January 1, 1946 to January 31, 1946, was reviewed, and On motion duly made and seconded, it was VOTED: That the report be accepted and placed on file. B. Business Conditions Report No. 75. This report was reviewed and discussed. Note: Mr. Lammot du Pont entered the meeting at this point and took the Chair (11:15 A.M.). II. REPORT OF THE PRESIDENT. MR. H. L. DERBY A. S.O.C.M.A. Request for MCA Endorsement of Candidate to Directorship of Chamber of Commerce of the United States. Mr. Derby stated that he had received a letter from the Synthetic Organic Chemical Manufacturers Association soliciting MCA endorsement of Dr. E. H. Killheffer as a candidate to the directorship of the Chamber of Commerce of the United States. It was the sense of the Executive Committee that the MCA should endorse Dr. Killheffer for this post, B. Temporary Visit of German Technicians to the United States. Mr. Derby re ported. that Col. H. A. Kuhn, Chemical Warfare Service, had telephoned him concerning a State Department suggestion that German chsnists and scientists be brought to the United States for interrogation by representatives of our Association. Members raised no objection to Col. Kuhn's proposal provided subject matter could be properly correlated, results be made available to the entire industry, and that sponsorship remain in Government hands. It was agreed that the Secretary should advise Col. Kuhn to this effect. C. Labor Relations. The Committee discussed ways and means of effectively dis seminating information on labor relations matteers in the chemical industry. Upon recommendation of the Membership Committee the application of Metalsalts Corporation for membership in the MCA was duly aprrov> for submittal to the membership. B. Standard Oil Company (Indiana). It was agreed to defer action on this ap plication until the next meeting. C. Membership of Subsidiary Firms of MCA Member Finns. It was agreed that where a subsidiary of an MCA member firm was a separate corporate entity, membership of such subsidiary should be in its own name and not in the name of the parent fiim or firms. IV. CHEMICAL INDUSTRY REPRESENTATION QN PROPOSED INDUSTRY ADVISORY COMMITTEE TO THE FEDERAL SPECIFICATIONS BOARD The Secretary reported on a Treasury Department (Procurement Division) request for advice concerning chemical industry representation on a proposed Industry Ad visory Committee to the Federal Specifications Board. It was agreed that reply should be made suggesting that the MCA Secretary fill this post, notwithstanding the Treasury Department's present view that representation in the name of an Assoc iation would be inadvisable at this time. Members felt that the many segments of the chemical industry would obviate selection of representation from an individual firm and that matters could best be cleared through the MCA Secretary to the person possessing the necessary knowledge and qualifications in each case. V. GENERAL SAFETY COMMITTEE The appointment of H, L. Miner, du Pont Company, to confer with the National Safety Council on the elimination of duplication on chemical safety data sheets was approved. VI. MCA ANNUAL MEETING The Secretary advised that Dr. Leo Wolman has accepted an invitation to speak at the Annual Meeting on June 6, the choice of subject to be left in Dr. Wolman's hands* ' Mr. McLaughlin stated that he would have specific suggestions for an evening speaker at the next meeting. In this connection, Mr. du Pont agreed to contact Sr. Alfred R. Glancy. VII. MISCELLANEOUS A. Federal Research. The Secretary read a report from Dr. G. 0. Cume, Jr., Chairman, Special Comnittee on Proposals for Federal Research, in which Dr. Curme stated that a detailed repprt at this time was not feasible, due to the newlysubmitted Willis Bill and the impending revision of the new Kilgore Bill. B. Public Relations. The matter of suggestions regarding public relations from a group of public relations officers of member companies was not discussed due to the absence of Messrs.
