RECORDKEEPING FOR ASBESTOS EXPOSURE
Asbestos is an O.S.H.A. classified carcinogen and we are required to maintain a record of Individual personnel exposure time. The I.H.S. (Industrial Hygiene System) Program is being used to col lect and distribute this type of information regarding Cham bers Works employees who are exposed or have potential for expo sure.
The control of asbestos dust is the subject of a forthcoming Mechan ical Department Procedure." The M.D.P. will incorporate the Record keeping for asbestos exposure that is contained herein.
Exposure or potential exposure to asbestos dust will usually re sult from a mechanical activity. In order to accurately record the contact time of Mechanical employees. It will be the respon sibility of the Mechanical Area supervision to collect this Infor mation.. The following procedure has been established to facilitate this requirement.
Where airborne dust originating from asbestos or asbestos-impreg
nated materials Is possible In a work area, that area shall be designated a "Limited Access Area" during the course of the work activity and the subsequent cleanup period. Usually access to the work area Is at a controlled entry/exit location where a sign In/out sheet Is used to record the names and times of persons entering/exiting the work area. (See Attachment "A"). For mechanical purposes It may only be' necessary to properly barricade the area and place appropriate signs so that there would be no un recorded personnel exposure. the location of the work, ground level or above, proximity of other personnel to work area, and wind velocity and direction when out of doors. The Supervisor, Mechanical, of the work group shall main tain the sign in/out log. The responsibility for control of the log sheets rests with the Area/Craft Senior Supervisor, Mechanical, of the work group Involved. If more than one craft Is involved, then each craft will be responsible for a log sheet recording expo sure time for their own work group.
The designation of "Limited Access Areas" on Chambers Works Is con trolled very closely. Indiscriminate designations could lead to Inflated exposure times. Exposure to asbestos dust could occur almost anywhere on the Plant. Since the material is found In pipe covering, building material, gaskets, packing, etc..(it is expected that the majority of exposure will occur from removal of pre-1972 thermal insulation). The area or craft performing the work activity where the potential for exposure exists shall contact the Mechanical Department I.H.S. Coordinator (3417) for a contact code number for the work area. Be prepared to furnish the following Information: area, building, location, craft, and person requesting contact code number. All work that Is performed In a specific work area (same job) will carry the same contact code. The contact code Is used on the sign In/ out log sheet to Identify the specific exposure. (See Attachment "B"). The log sheets shall be sent to the I.H.S. Coordinator, Shops Office at the end of each week. Information regarding asbestos exposure will be Included in the I.H.S. reports (I.H.S. 60180A and I.H.S. 60380A) that the areas are now receiving. When the I.H.S. report shows Initial employee asbestos exposure, then that employee shall be placed in the Medical Surveillance Program for asbestos exoosure. It is then the responsibility ot tne employee's supervision to scneauie him for an annual (12 month) physical exam. Supervision must specify that the exam is for an "annual (asbestos control)." If after a period of one year following the last exposure and subsequent physical exam no additional exposure occurs, the employee Is placed on the Inactive file (I.H.S. 6Q580A) and the annual physical exam requirements for asbestos exposure no longer apply.
This procedure Is In addition to any of the other requirements re-
?ard1ng, control of asbestos dust. As mentioned before, all of this nformatlon Is Incorporated In a forthcoming M.O.P.
This procedure should be Implemented as of Tuesday, January 2, 1979 or as soon thereafter as Is practicable. Please direct any questions on Implementation to me on 3238. An Initial supply of log forms may be obtained by copying the sample attached or calling 2710 where they will be made available to Interested areas.
