Safety A restricted duty accident involving a warehouseman injured while making a line connection was investigated. The conclusion from this investigation was that the accident resulted from a design deficiency in the existing equipment. Work is in progress on rectifying the deficiency. November shift safety meeting addressed the hazards associated with the upcoming winter months (snow, ice, cold, etc.) Past accidents resulting from winter hazards were highlighted, with the intent of developing an awareness to these hazards so as to prevent repeat occurrences of these accidents. Personnel 1) ICWU contract negotiations were successfully completed on November 6, 1982. The new contract will be in effect for two years. 2) Two ICWU employees were given reprimands in November for poor attendance records. One reprimand was verbal and the second was written. 3) Three ICWU employees are long term absences as of December 1, 1982. IV. Costs 1) Conversion cost for November is estimated at 14.4c/pound. 2) VCM and VAM consumption will be favorable for November at 1027 lbs/M lbs. as compared to budget of 1032 lbs/M lbs. 3) Controllable overtime for November was 13.6%. V. Major Projects and On-Going Programs Nothing to report. VI. Capital Projects Nothing to report. VII. Environmental 1) The VCM content of, the stripped slurry averaged 95 ppm - there were no excursions over the EPA limit. 2) The reactor vapor samples averaged 1206 ppm in November - there were no excursions above the EPA limit. 3) The VCM content of the Waste Water Stripper bottoms averaged less than 1 ppm in November. 4) The Reactor Building VCM level averaged .1 ppm in November. 5) Several Production Department employees were monitored for VCM exposure via charcoal tube analysis in November. Analysis of the tubes has not been completed due to the attempt to analyze for both VCM and vinyl acetate. Results should be completed in December and will be reported at that time. VIII. Opportunities The current shutdown will provide the opportunity to overhaul key equipment (vacuum pumps, compressors, etc.). The shutdown will also provide opportunity to complete several cost effective and quality improvement projects. TEN 3851 - 3- IX. Vulnerabilities Nothing to report. X.
