As you can see, apparently a high degree of control and cooperation has been attained in this regard at the dock with the exception of the stocking of the ship stores while at the dock. I would suggest that we again take a pass at the agents related to this problem and attempt to improve our situation related to stores stocking. DeBernardi Mike Johnston February 14, 1980 Subject Access To #3 Dock During VCM Loading In response to your inquiry as to whether we are experienc ing access problems to #3 Dock during VCM loading, I make the following comments. Since our last communication, our dockmen have clamped down on traffic into the restricted area and their efforts have succeeded in controlling the problem. However, one area still presents some problems. Occasionally a truck will arrive, while loading is occurring, with stores which are to go on board ship. As you are aware, this is strictly prohibited and the stores have to be either dumped out at the gate or returned to storage. This problem could be eliminated if the agents would make arrangements to have the stores arrive when the ship docks. There is a 6-18 hour time period from docking until loading begins in which the stores could be taken on board. Please contact the appropriate agents and reiterate that access to the VCM ships will not be allowed except during that time period from docking to the beginning of loading, and after the completion of loading. Waiting until loading is completed to take stores aboard is not recommended since it would create a delay in the ship's departures.
