The inspection occurred for-cause due to suspected distribution or sale of unregistered pesticides. FACILITY DESCRIPTION Stephen Truong Enterprise No 2 doing business as Stephen Food Store (Texaco) ("Stephen Food Store (Texaco)"), is a convenience store and gasoline service station doing business in the state of Texas. The facility sells a variety of retail household and grocery products, including cleaning supplies and other consumer goods. The annual revenue and number of employees of the company is unknown. Section II - OBSERVATIONS EPA Inspectors Charese Simpson and I arrived at Stephen Food Store (Texaco) on March 18, 2026, and entered the facility at approximately 1:21 PM. We approached the store cashier, Mr. Tri Truong, who identified himself as the owner. I presented my federal credential and a Notice of Inspection (EPA Form 3540-2) prepared by Inspector Simpson to Mr. Truong and explained the scope of the inspection. Mr. Truong signed the Notice of Inspection. Inspector Simpson and I then proceeded to the store aisle where chemical products were being offered for sale. We reviewed the products for compliance with FIFRA, determining applicability and checking for EPA Registration Numbers and Establishment Numbers. During the product review, we encountered the following Products of Concern: - Fabuloso Ultra Frescura (various) - Fabuloso Alternativa al Cloro - Fabuloso Antibacterial y Antiviral "Trap Para Trapear" - Clorox Cloro Triple Accion - Clorox Ropa 4 en 1 - Tide Laundry Detergent Powder "99% Antibacterial" (China) The Products of Concern made pesticidal claims and did not have EPA Registration or Establishment Numbers on their labels, indicating an unregistered status with the EPA. All the Products of Concern were photographed. At the conclusion of the inspection, Inspector Simpson and I reapproached Mr. Truong and explained our findings, recommending that he remove the Products of Concern from the sales floor immediately until further notification by the EPA. Mr. Truong followed us to the product aisle where I indicated the Products of Concern. Mr. Truong began to remove the Products of Concern but stopped to inform us that another employee would complete the task. When asked for his contact information, Mr. Truong contacted his daughter via telephone who provided the information to me by phone. Mr. Truong photographed the Notice of Inspection and Receipt for Samples for his records and received a copy of the EPA Small Business Resources Information Sheet. The inspection concluded at approximately 1:44 PM. Section III - AREAS OF CONCERN An area of concern identified during the inspection is the potential distribution or sale of unregistered pesticides ("Products of Concern") in violation of Section 12(a)(1)(A) of FIFRA. Section IV - FOLLOW UP No additional information has been requested or received by EPA after exiting the facility on March 18, 2026.
