Whenever possible,I have tried to find a means of avoiding that the 6 blend limitation should be exceeded,by discussing with the companies concerned ways and means of using existing facilities to the best advantage,, However,in certain cases,existing facilities are inadequate to tak9 care of emergency situations and,furthermore,at certain points,any programme of blends which is established may be upset by emer gency rush orders* I have taken the view that it is particularly important, if the limitation is to be exceeded,that no operator should blend on con secutive days. Thus,if by any chance there is any absorption of lead,there will be a chance for it to be eliminated before further exposure. As an example,I might mention the worst case. In Aruba, they have effected 21 blends per month during the last three months. At this particular point,I not only insisted that no operator should be allowed to blend on consecutive days but that,if possible,no individual operator should exceed 6 blends per month,particularly as the period of exposure for each blend is about 10 hours, Incidentally,I include as a blend in the above figu re the filling of the weigh tank,and you may be interested to know that,in spite of the weigh tank installation,most blends are made direct from Drums, and the weigh tanks are only used to "top up" or for night blends. Although I realize how busy you are,I feel I ought to put this situation before you and seek your advice, I am sure you will agree that,at this time,certain regulations must be sufficiently flexible to take care of emergency cases but,at the same time we must not close the door to the re-establishing of strict regulations at the end of the War, CLRGsED
