The EPA consent decree requires Conoco and Vista to submit a timetable for completion of the measures included in the compliance plan. Attached Table I, showing completion dates for the definitive design and engineering/construction, was prepared to satisfy this requirement. The schedule indicates completion of all projects in approximately one year after EPA approval of the plant.
Basis and Assumptions: The overall project strategy used in these schedules is completion of all definitive designs with a single review meeting. This will be followed by planning and estimating and a request for one AFE for all projects. Back to back engineering and construction will follow immediately.
Class "A" Process Design - Two PED and one LCVCM process engineers. Specific project assignments are shown in Table II. Project follow-up and start-up will be by respective process engineers. One review meeting for all designs.
Engineering and Construction - Back to back construction with GED overseeing and coordinating the overall project.
Priorities - Priorities are based upon two considerations (1) do projects first that are potential solution to problems causing most past bypasses, and (2) complete projects in one plant section before starting on another section.
Timing - Official schedule is based on starting definitive design after EPA approval which could be as early as November 1.
As discussed, we would like to meet at LCVCM early next week to discuss this schedule and overall project strategy. The dates we include in the plan are very important because failure to complete the projects according to the timetable could expose Vista to a $1,000 penalty for
excess of the scheduled time.
