/4Wcfr~- THE B.F. MWm V Li;! 11 1975 TRIP REPORT Marion & Troy Plants June 2-3, 1975 On Monday, June 2, 1975, I visited the Troy plant with two objectives. One, to obtain the regular monthly water samples and samples for the heavy metal survey, and two, to investigate the monitoring system used at the Link Tool Co. for surveying the beryllium air emissions. Link Tool Co. is performing a milling operation on the beryllium castings used in airplane brakes at Troy, Ohio. I inspected the ventilation system including the cyclone collectors and the bag house collector. The ambient samplers with their shelters were located at the property lines but the condition of several of the stands were poor and as a result were leaning to one side. The flow meter indicating the pressure drop across the bag dust collector was not operable and the plant personnel indicated that it has been in that condition for an indefinite period but they plan on replacing it in the future (?). Their calibration procedure appears to be alright during questioning, although final judgement would be reserved until the actual calibration is performed and observed. My recommendation regarding the monitoring equipment (Hi-Vol, made hv fipnprsl Metals. Trip. Cleveland, Ohio) would he to? Cl) nnerate these units for 24 hours only; (2) to install or hav/e installed suie.ll recorders for these Hi-Vols to record the actual flows during the sampling period; (3) to correct the positioning of these samplers so that they are level and farther away from the parking lot influence. I think that the reporting procedure could be streamlined. That is, for the Environmental Laboratory to report directly to the Troy plant, Mr. Mayer and to Mr. R. G. Baynes, Link Tool Co., Inc., with a copy of the report to Mr. J. W. Lewis, Corporate Environmental Engineer and a copy to D/0020 (if needed). This would shorten the time period between the analysis and the actual report being sent by Mr. Baynes to the Federal EPA in Chicago, IL. I would also like to mention that according to plant records, no inside samples for exposure to employees of beryllium airborne dust have been taken for well over one year. I completed the sampling at the main Troy plant with special emphasis on two special samples to be examined for asbestos fibers. The Troy plant has decided to go to an outside commercial laboratory for their water analyses. The specific laboratory will be definitely decided within the next month. 23660005 BFG26763 2- - On Tuesday, June 3, 1975, I stopped at the Marion plant. I had arranged by telephone for the plant to take composite samples of the two discharge streams plus their raw water. I further dis cussed the possibility of their personnel assuming the complete analysis of their water discharges. I believe that within three to six months this program will be in effect with the possible exception of metal analysis.
