Matter was discussed at length in Law Dept. On private tapes vs meeting tape, there would be no control of private tapes. Law Dept, thinks risk of attack from government is minimal. My personal add-on: we don't tape SPI meetings, for example. Without taping everyone would feel more inclined to open up even though no sensitive information was in question.
