Chairman Horrcll briefly welcomed the ildepicN and expressed the dap sorrow of the Section Members over the passing of Fred A. Webb, late General Chairman of the Section. A formal resolution honoring the memory of Mr. Webb was passed. Safety Requirements of the Federal Food, Drug and Cosmetic Act By J. O. CLARKE Food and Drug Administration, Chicago The Federal Food, Drug and Cosmetic Act endeavors to safeguard the supply of food, drugs and cosmetics consumed by the Amer ican public, ft is intended to provide safety in three broad fields for all of these prod ucts--safety from the consumption of foods, drugs and cosmetics which might be harm ful. safety from the consumption of those products which might have been produced under insanitary* conditions or which might be filthy or decomposed, and finally, safety from an economic standpoint by establish ing certain conditions which tend to prevent the public from being cheated. In this discussion I am going to have to use some words such as "filthy.** "decom posed.** '`putrid,** "poisonous or deleterious substances.** "dangerous to health.** etc, which arc quoted from the text ot the Act. 1 would like it definitely understood, how ever. that these words are not descriptive of the output of the industries as a whole and it would be grossly unfair to even im ply that all the products of the food. drug and cosmetic industries can be described by' such terms. I know that manufacturers gen erally deplore practices which lead to a vio lation of the law just as much a* do con sumers or regulatory officials. Since you are primarily interested in food, it will be my purpose to devote most of my* time to the safety features of the Food,
