E PH O S K (Jnj I t>\8 SPI-17395 Historical Note: The Society for the Plastics Industry (SPI) was formed in 1937 at a time when man-made materials were just beginning to find a place in the American market. Plastic in the form of nitrated cellulose and Bakelite had been manufactured for several generations, but in the depression decade its availability was still very limited. The late 1930s was a period of rapid growth for the industry as chemists were beginning to experiment with processes that would make it possible to produce large quantities of plastic materials in order to satisfy consumer demand. During its early years SPI concentrated on buildling public acceptance for plastic as it attempted to associate this "new" material with the dynamic worlds of high style and industrial design. During the Second World War, the plastic industry grew very rapidly as there were severe shortages in most natural materials. Plastics and textile fibers were used for airplane parts, parachutes, and artificial rubber. SPI cooperated with the War Production Board and the Office of Price Administration in order to ration resources and set prices. During these years membership grew very rapidly and SPI established a number of divisions (the Materials Division, the Button Division, the Bottle Dispersion Division, and Molders Division). During 1944 and 1945 SPI 's post-War Planning Committee prepared for the transition to a peacetime economy as plastic producers looked ahead to the SPI-17396 SPI HISTORY -2- coming age of the consumer. In 1946, the first National Plastics Exposition was held in New York's Grand Central Palace and attracted 87,000 visitors. During the Post War Period the use of plastics in consumer products boomed as war plants were converted to civilian uses. Plastics were used in everything from designer furniture to inexpensive toys as it became America's quintessential "new" material, with expanison came government regulation as the Food and Drug Administration and the Federal Trade Commission began to address issues affecting plastic housewares and food packaging. SPI responded by developing a set of voluntary standards as it worked with the Battelle Memorial Institute to set up procedures for quality control and toxicity testing. In 1959-60, the industry faced major crisis as a number of infants sufficated in plastic garment bags. The problem stemmed from the fact that many parents had begun to use the ultra thin bags that they obtained from laundries and dry cleaners as crib or play pen covers. Several states considered legislation to ban these bags, and SPI launched a major media campaign to warn parents about the possible hazards of these materials. The 1960s was a period of explosive double digit growth for the plastic industry. By the time of its silver anniversary in 1962, SPI had 1,185 company and 1,425 SPI -17397 SPI HISTORY -3- individual members. During this decade SPI became increasingly concerned about environmental issues like solid waste disposal. A number of technical studies were commissioned to test the flamability of plastics. The results of these reports were incorporated into the SPI's "issues management" campaign, which was run by the Society's new Public Affairs Council. In recent years SPI has made a major effort to expand the international market for plastics. It has also been concerned with product liability, marine pollution, and occupational health and safety issues. In 1985, SPI moved its headquarters from New York City to Washington, DC so that it could be in a position to be more effective in influencing public policy. MHN/jkb 2/28/89 SPI -17398 SCOPE AND CONTENT NOTE The Society for the Plastics Industry has mirrored in its growth and bureaucratization the development of the plastics industry in general, and both reflected and defined the industry's concerns. These records document the expansion and specialization of the organization, and its attempts to promote the interests of the plastics industry with the public and legislature in this country and among businessmen in Europe and Asia. SPI officers early recognized that SPI's concerns were directly shaped by the structure of the industry: the Society's interest in international markets and production was a natural outgrowth of the fact that many plastics patents were held abroad, and that the fluctuation of materials availability made cooperation useful. The composition of the Society's membership has also reflected the somewhat unusual structure of the industry: it has been uncharacteristic of twentieth-century trade associations in that it includes both large corporations and small independent companies. The bulk of the membership has been small processing companies. These basic characteristics of the industry and of SPI emerge clearly in all series of the collection. Corporate (administrative) records, correspondence of several executive officers, and division and committee records document with particular clarity SPI's formal activities as a "voice" for the industry and its informal efforts to establish International cooperation on production standardization and trade legislation. They do not establish very clearly either the relationship of individual divisions and committees to one another or their relationship to SPI's officers. Some material on the structure of the organization is available in the corporate records: careful reading of these and of division and committee records might make possible a complete reconstruction. The particulars of SPI's connections to government advisors and regulatory agencies, particularly during the second World War. are likewise not brought out very clearly in this collection. The fact that none of the series contains a complete set of any type of record makes careful reading and cross-referencing necessary for any research question. Division and committee records, technical reports, bulletins and news letters, and public relations materials all demonstrate SPI's concern with the public image of plastics materials, plastics products, and companies involved in the production of plastics. They illuminate the close ties within SPI between standardization, products research, and public education. Technical reports and bulletins on PVC/VCM production, and reports and committee records on the safety debate over polyethylene bags are particularly important in this regard. While the collection does not soeak to the history of industrial research and development in individual companies, it does illustrate SPI's approach to research and development as a process to be managed and its involvement in particular research projects for the benefit of its members and the industry. The particular strength of the collection might be its potential for the examination of SPI as a trade association: the interaction between trade associations and government agencies, especially in the postwar period: and the effects of trade association activities on public policv in the mid- and late twentieth century. 3 SPI -17399 The records of the Society for the Plastics Industry are arranged in ten series: I.
