Hickman informed the o f f ic e r th a t dem olition o f pipes covered w ith asbestos was in . progress South o f B uildings 5 and 15. The o f f i c e r , Hickman, C h elf and I went to th at area. ' These interviews were conducted in p riv a te; therefore, i t was not possible fo r me to know what inform ation these people ' conveyed to the in sp ecto r. . I observed p ip e fitte r s removing pipe, some o f which was covered with what appeared to be asbestos. The f it t e r s were not wearing masks; the area was not roped o f f with asbestos caution sign s; there did nob appear bo be any containers availab le fo r disposing o f the asbestos, nor were any o f the f i t t e r s w earing-protective c lo th in g . I t has be come very evident the compliance o ffic e r made the same observations. Consequently, a c ita tio n was received on September 5 naming each of these v io la tio n s . I am a lso enclosing a copy o f the c it a t io n . Please note the date th at we agreed to have the v io la tio n s abated, Septem ber 18, 1979. . In the meantime u n t il we are ce rtain th at -we. are in complete compliance with OSEA. Standard 1910.1001 Asbestos, I recommend that no further dem olition or removal o f p ip e s, structures or equipment covered or . in sulated with asbestos be iniated without s p e c ific permission from the S a fe ty Department. This permission con only be given a ft e r a thorough in spection o f the area __nnd employees involved gives assurance th at vie are in complete compliance fo r th is s p e c if ic jo b .
