The following information was obtained verbally from Mr. Bjorg and Mr. Keck unless otherwise noted.
Process Description: Keck's Repair Inc. (Keck's) is a heavy-duty diesel engine (HDDE) repair shop. Up until three years ago, Keck's also operated a trucking company. Keck's is a full-service shop and can service any size HHDE including agricultural and industrial equipment. Keck's also has a roadside repair service for vehicles experiencing issues on the highway. Keck's diagnoses issues with HHDEs by using both original equipment manufacturer (OEM) and aftermarket software. The software allows Keck's to force a diesel particulate filter (DPF) regeneration cycle on a vehicle. The software does not have the capability to reflash emission control modules (ECM). The aftermarket software seems to perform better than the OEM software in connecting to the vehicle and for troubleshooting.
Keck's services emission control devices. DPFs are removed and sent to a dealer or a local business for cleaning. If the DPF media is cracked, the DPF needs to be replaced. Keck's uses aftermarket DPFs such as those from Roadwarrior Inc. Keck's uses OEM parts for other emission control equipment besides DPFs.
Keck's does not perform ECM tunes or modifications that allow vehicles to operate without emission controls. No performance work (tuning and removal of emission controls) is done by Keck's.

CLOSING CONFERENCE
Compliance Assistance: During the inspection, EPA discussed that modifications to EPAcertified HDDE vehicles with tuning can increase emissions out the tail pipe. Any tuner sold must have California Air Resource Board Executive Orders.
