This report is based on information supplied by the facility representatives, inspector observations, portrelated facilities, and records, including photographs taken, verbal or written statements made during or after the on-site inspection, and/or materials shown, demonstrated, or submitted to the Environmental Protection Agency (EPA) during or after the on-site inspection. In addition, information gathered prior to or after the inspection from a review of EPA, State, and public records may be included in this report. Area of Concern No SECTION II - OBSERVATIONS Facility: Harlingen Refined Products Terminal Section: 2.1 Date: 6/26/25, 9:15 AM Contains AOC: No Contains CBI: No I I Lead Inspector: Vince Damiano Attendees: Veronica Alaniz (Environmental Supervisor), John Gonzalez (HES Specialist), Steven Schmidt (HES Manager), Russel Lowe (Operations Director), and Dennis McMurray (Terminal Manager) Sunoco, located in Port Harlingen, TX, is a bulk liquid storage terminal for refined petroleum products. The facility stores and handles products such as ethanol, diesel, and other petroleum products. Sunoco has six storage tanks ranging in capacity from 40,000 barrels to 67,000 barrels. The facility also has smaller product tanks to store fuel additives for mixing before shipment. Sunoco primarily receives its products from inland pipelines and barges. All products are shipped out via tanker trucks. The facility operates one dock where they receive barges. Representatives stated that no waste is offloaded from the barges at the Sunoco facility. Tank cleaning and maintenance activities, such as painting and sand blasting, are conducted by third-party contractors who, with the assistance of Sunoco's environmental team, are responsible for managing any waste generated from those operations. The types of waste Sunoco generates include oily debris, hazardous waste generated from fuel additives when the mixture of fuel and additive is off-spec, universal waste such as batteries and lamps, and tank bottoms, which are recycled after being sent to the refinery to be reintroduced into the refining process. Sunoco is registered with the EPA as a VSQG of hazardous waste under EPA ID TXD987968104. The facility does not maintain a MARPOL COA. After the opening conference, the inspection team observed Sunoco's waste storage pad and dock space. The inspection team observed the waste storage pad, which was not accumulating any hazardous waste at the time of the inspection. The only waste in the storage pad were non-hazardous pipeline filters, which were in a closed dumpster. The inspection team then observed the dock space, which was empty besides one spill kit. The inspection team did not observe any areas of concern (AOCs) at the time of the inspection. However, further EPA review may change or add to their potential AOCs. A closing conference was conducted at approximately 10:00 AM with Sunoco personnel. SECTION III - RECORDS REVIEW No RCRA-regulated records were reviewed during this focused on-site inspection.
