July 10, 1972 Dear Customer: Earlier this year we advised you that, due to the concern over possible pollution of the environment by PCBs*, future requirements of.askarel transformer fluids with tradenames such as Aroclor, Inerteen1 and Pyranol' should be obtained from the manufacturer of the transformer for which you de sire fluid. We appreciate that this decision may have caused you some confusion. We thought it might be worthwhile to put together a bulletin containing information of benefit to you as a user of askarel transformers. From a study of this bulletin "Monsanto Askarel Transformer Fluids" the following conclu sions emerge: 1. The PCB Inter-Governmental Agency Task Force published a report on May 14, 1972 which essentially supports Monsanto's voluntary actions on PCBs (see Section 5). 2. The PCB Task Force recognizes the need for PCBs in transformers while stressing the need for strict con trol of askarel fluid during use to prevent environ mental contamination. 3. Monsanto has no plans to discontinue PCB sales for use by approved capacitor and transformer manufacturers. 4. Monsanto will continue its policy of referring custo mers such as yourself to an original transformer manu facturer for your Inerteen or Pyranol fluid needs. To assist you we have complied a complete listing of such manufacturers In U.S.A. together with names of appro priate contacts (see Section 1). 9. Monsanto continues to offer a high temperature Incinera tion service for proper disposal of PCBs (see Section V.). Polychlorinated biphenyls HONS 092376 -2- 6. ANSI'a C-107 committee is completing its work on guide lines covering all aspects of the handling and disposal of askarel transformers and components (see Section 7). 7. Monsanto has made a presentation to the Inter-Agency PCB Task Force as recently as May 15, 1972 in which we explained our product changes and sales policies with regard to PCB dielectric fluids. We received a favorable hearing (see Section 6). 8. Monsanto's askarel fluid line has been modified to reduce the content less biodegradable PCBs (see Sections 3 and 4). 9. Government agencies, notably FDA and EPA, will continue to monitor PCB levels in food, food packaging and the en vironment for signs of PCB contamination. This means that users of askarel transformers need to take proper pre cautions (see Section 8). 10. In spite of some claims being made we do not believe that a fluid exists today that can give the safety in a trans former that can be obtained from askarel fluids. We sincerely hope that this information will help clear up any oonfuslon that may exist concerning the future availability of Inerteen or Pyranol dielectric fluids.
