He will follow* with correspondence regarding this matter. __________________________ ______ Don reports that the Knoxville Power Board recently held up a bid on capacitors until Westinghouse covered the disposal situation. He reports that the Doble Co. have formed a committee to study the PCB problem and are going to come up with a posistion regarding this matter. Me Clain recommends that we contact Doble and points out that "anythig that you tell them may be used against you - and probably will". The utility Industry according to Me Clain is "living from hand to mouth111 regarding capacity. Capacitors are the key. Thus if Monsanto should ett off the Aroclor supply the Industry would need a long lead time to phase in some other impregnant. Otherwise there would be a snow ball effecthon the shortage of electrical generation capacity which could lead to sefclous blackout problems. ' Me Clain feels that we need a forum on PCB. He suggest that there is need for the Industry to sit down and discuss so that we present a united front on this matter. He feels we should do this first with manufacturers and then afterwards might get together with utilities through the Edison Electric Inst. : Me Clain reports that the KVA requirements going up 8to 10 per cent per year. The ability to build KVAR has gone up greater than the ability'or demand for KVA. This has come about through the use of polypropylene film which has Increased the KVAR by a factor of 3. Westinghouse has felt a business increase for power factor correction 1 capacitors. __ O'KVar paper capacitors in high voltage ratings of 2400 volts and high er are being discontinued in production since in effect the market has virtually dried up.
