Gowan's memo of 10/3/90 (attached) and after further discussion, I believe the following describes the role Blane and Premiere will play in CTIRP responses. 1. Blane and Premiere will respond fully to transportation emergencies or incidents involving their products. 2. Blane any Premiere employees can be called on to respond in a limited capacity to incidents or emergencies involving other Vista products. The limited response may include the following: 1. Provide on-site company representation until the CTIRP responder arrives. The responder would not be expected to mitigate leaks or spills, or work on equipment but would serve as an on-site company contact. 2. Where feasible, provide actual mechanical repair to stop a leak, or make a car or truck transportable. This would only include equipment or products for which special training was not required. For example, vinyl or acid cars would not be equipment that Blane or Premiere employees would be expected to work on. Our recent experience with Blane providing assistance on a leaking alkylate car, and other events where a Vista representative or contact on-site would have facilitated our overall response have shown the limited response described above can be valuable. Blane and Premiere will respond to transportation emergencies involving their respective products only. This decision is based upon the nature of materials typically handled and manpower availability considerations. 2. K. L. Fogg will recommend to the respective General Managers the training activities which might be required and appropriate. 3. T. G.
